Kinsanda: in 2019, we consolidated the intellectual property rights regulatory functions of trademarks, patents, trade secrets, geographical indications and quickly completed the institutional set-up and staffing. Over the past two years, there have been three major intensification of efforts to optimize the provision of intellectual property public services, strengthen intellectual property law enforcement and promote intellectual property conversion。
I. Optimizing the provision of intellectual property public services. A public service platform on intellectual property rights has been built, and it has been linked to national platforms and shared resources, bringing together 200 million large intellectual property data across more than 100 countries and regions. The first national overseas intellectual property dispute response center subcentres were approved to provide overseas defence assistance to enterprises. An overseas intellectual property protection guide has been issued, and dispute response guidance has been provided to two ningbo enterprises classified as 337. Forty-six patented navigation projects, including safe seats for children and new energy automobiles, have been carried out to avoid patent infringement risks by identifying priority product development strategies, patent layout strategies and patent operation programmes through deep patent information excavation and orientation analysis. Work has expanded to reach the “last kilometre” of the entire chain of intellectual property rights at the grass-roots level through branding guides, trademarks, patent pledge registration windows, etc., which has been recognized by the world intellectual property organization。
Enhanced enforcement of intellectual property rights. Law enforcement mechanisms have been improved, the enforcement of patent administration has been decentralized to seven districts and counties (municipalities) and the network of administrative protection networks for intellectual property rights has been further refined with linkages and internal and external coordination; joint investigation and evidence-gathering mechanisms have been set up to strengthen the capacity of the national intellectual property agency (inip) and the ministry of justice to build national experience in the administrative adjudication of patent infringement disputes; and an online identification system for “internet+intellectual property protection” patent infringement has been established to provide technical support for protection. As a result of the above initiatives, we have achieved a 60-day closure of patent, trademark and general tort cases, synchronized law enforcement, mediation, helped businesses to stop losses in a timely manner, reduced litigation and fully demonstrated the value of intellectual property rights and social benefits。
Thirdly, the benefits of conversion of intellectual property rights have been increasing. The municipal intellectual property operating fund has been set up and regulatory measures have been put in place to further enhance the channelling of policy funds. The promotion of intellectual property financial services has led to the creation of an intellectual property pledge financing risk pool fund to guide financial institutions to increase their support for science and technology enterprises. The cumulative amount of intellectual property pledge financing throughout the year was $6,417 million, a record high. A high-value patent breeding programme has been implemented, and 31 high-value patent portfolio breeding projects have been carried out throughout the city to provide systematic protection for the core technology and products of enterprises。
