National pilot work programme for the implementation of international standards on intellectual prop

According to the “xiv5” national plan for the protection and application of intellectual property rights, the national intellectual property agency, the ministry of industry and information technology, certain measures for the innovative development of new and innovative smes with intellectual property assistance (2022) 38) and national organizations to implement pilot work on the deployment of international standards for the management of intellectual property rights in innovation, to promote the deeper integration of technological innovation and intellectual property rights in enterprises, to guide enterprises in the promotion of the international standards for the management of intellectual property rights in innovation (iso 56005) (hereinafter referred to as “iso 56005”), to promote the maximization of the value of innovation in enterprises through high levels of intellectual property management, to foster the construction of world-class enterprises, and to develop this pilot work programme in conjunction with zhejiang。

I. The way of work

Iso 56005 is the first international standard on intellectual property management developed and promoted by my country and is an important component of the international standard system for innovative management. The implementation of international standards for the management of intellectual property rights (iprs) is an important working initiative for standardized tools to effectively enhance the effectiveness of intellectual property rights (iprs) of innovation subjects and the ability to manage innovation. Under the leadership and support of the national intellectual property agency, the ministry of industry and information technology, zhejiang province has taken the lead in exploring a national pilot exercise to implement international standards on intellectual property for innovative management。

Between 2023 and 2025, the zhejiang province market supervision authority (zhejiang province) and the zhejiang province office of economics and information (hereinafter referred to as “the two sectors”) will adhere to the principle of “government-led, business-led, typical-led, performance-oriented” work, select some of the priority areas to pilot and deepen innovation, organize each year a series of demonstration enterprises of national intellectual property advantages, specialized new “small giants” enterprises and innovative enterprises with a better and inherently needed intellectual property base as pilot enterprises, participate in the national piloting of innovation management, take full advantage of the role of government leadership, institutional services, support the effective implementation of iso 56005, and organize periodic standard implementation evaluations, follow up on the results of their implementation and promote the deeper integration of innovation management with intellectual property management。

Ii. Pilot objectives

• promote the improvement of service platforms. Further refinement of the integrated service platform for the promotion and application of standards of the national technical committee for the standardization of knowledge management, which explores service paths leading to a consistent interpretation of international standards, curriculum training, competency assessment, case sharing, etc., among various innovative subjects。

• achieving full compliance. The progressive implementation of international standards on innovation management by national models of intellectual property advantages, specialized new “small giants” enterprises, with at least 500 pilot enterprises participating each year, has led to the promotion of the iso 5605 international standards for wider coverage, better organizational quality and better performance in their application。

The priority pilot regions are encouraged to test first, on the basis of the “gb/t29490 national standards” and in conjunction with the “iso 56005 international standards”, to promote the development of a sound two-tiered and two-wheel-drive voluntary mechanism for intellectual property rights, a dual-wheel-drive firm-building mechanism for trademark patents, an intellectual property policy that leads to a strong firm-building mechanism, etc., and to explore the development of a system of government-led, business-led, standard-driven, performance-oriented intellectual property-based strong firms, drawing on experiences that can be replicated and replicated。

By the end of 2025, the national pilot project on the implementation of iso 56005 was being rolled out in zhejiang province, with more than 10 examples of exemplary practices in the management of the integration of innovation and intellectual property, the development of more than 100 high-value core patent portfolios to support the development of innovation in enterprises and industries, the creation of more than 2,000 strong intellectual property, single champions and pilot companies, and the provision of strong intellectual property, innovative and manufacturing industries。

Iii. Pilot scope

In the area of innovation development for smes, emphasis has been placed on providing support to national intellectual property demonstration enterprises, national intellectual property advantage enterprises, national excellence and new “small giants” enterprises throughout the pilot regions of the province, and there are plans to roll-out and promote the implementation of the iso 5605 international standards and national pilot projects。

Iv. Pilot tasks

The two departments jointly organize the national pilot work on international standards for the management of intellectual property rights in innovation, and actively organize a platform for the promotion of the application of integrated services in enterprises through the standards of the national technical committee for standardization of knowledge management (http://www. Cn, hereinafter referred to as the integrated services platform), learning from and implementing the international standard iso56005 and continuously upgrading the level of management of intellectual property rights and innovation in enterprises

A three-year pilot initiative on innovation management in the region should be developed to organize a national pilot on participation in international standards for innovation management of intellectual property, such as a demonstration of national intellectual property advantages, and specialized new “small giant” enterprises。

The priority pilot areas are organized by the provincial market supervisory authority and implemented in a coordinated manner by the municipalities of the districts; the municipalities of the districts develop work plans and identify priority pilot enterprises in batches, based on the provincial pilot programmes and local practices. In 2023, the number of companies that promote integrated service platforms is no less than 1/2 of the total number of companies with local strengths and “small giants”, in which the national intellectual property advantage demonstration enterprises should be included in the first priority pilot enterprises and organized as a first step. The list of second and third priority pilot enterprises should be submitted to the provincial market supervisory authority by the end of march of the year in 2024 and 2025, respectively, and new national model enterprises for intellectual property advantages should be directly included in the scope of the priority pilot enterprises for the year, which are managed by both provincial departments. A list of the first national priority pilot units (regional, business) is provided in the annex。

(iii) online pilot. Within one month of the publication of the list of priority pilot units, the pilot areas of focus should report on innovative pilot programmes in the name of the municipal or district people's governments, focusing on innovative pilot projects in areas such as the promotion of a sound dual-standard convergence mechanism and a two-tiered voluntary evaluation mechanism for intellectual property rights, a double-wheel-drive facility for building strong firms on trademark patents, and an intellectual property policy to guide strong enterprise-building mechanisms, on the basis of ensuring the completion of the provincial pilot programme mandate. Locally based on the list of priority pilot enterprises, enterprises within their jurisdiction are organized to learn iso 56005 online through an integrated service platform, which can be combined with practical, sub-organized thematic training to advance intellectual property management and innovation capacities。

(iv) standard assessment. Locally, as required, at the beginning of the pilot, through the integrated service platform digital monitoring system (isp), priority pilot enterprises are organized to set evaluation indicators against iso 56005, and to conduct a digital assessment of intellectual property and innovation capabilities。

(v) level evaluations. Local organizations lead priority pilot enterprises for the effective implementation of iso 56005, quantify the continuous upgrading of the enterprise's intellectual property and innovation management capacity and obtain performance evaluations or hierarchical evaluation findings. Enterprises in need may participate in a provincial imp performance rating, and in an institution selected by the national integrated services platform to conduct an imp competency rating。

(vi) results application. Following the implementation of international standards on intellectual property rights in innovation management by the pilot-focused enterprises, evaluations can be carried out through the provincial performance evaluation agency of the centre of excellence in corporate intellectual property management of zhejiang province or through third-party institutions of the national integrated services platform. Quality- and performance-oriented applications of evaluation findings to demonstration enterprises of intellectual property advantages at the county, municipal, provincial and national levels, evaluation and review of niche new “small giant” enterprises, and provision of a reference basis for selecting high-quality sme gradients。

(vii) mass-controlled closed rings. In their role of expert quality control “firewalls”, the departments regularly organize intellectual property and innovation management specialists, conduct spot checks on the quality of work and operational norms of priority pilot enterprises and third-party institutions involved in iso 56005 international standard ratings, and achieve close-ring management of management systems。

(viii) policy direction. Locally, the role of guiding fiscal policy is to encourage enterprises with a sound intellectual property and innovation base and an inherent need to actively implement international standards, to establish a hierarchy of incentives based on the results of the quality test and to support priority pilot enterprises

(ix) evaluation of effectiveness. The two sectors analysed the gaps between the pilot objectives and actual results based on the effectiveness of the implementation of the international standards for the management of intellectual property innovation in each priority pilot region and the participation of enterprises in the international standards for the management of intellectual property innovation, and determined whether the pilot objectives had been effectively achieved and directed the pilot process forward。

(x) lessons learned. Locally, the pilot work will focus on the collection of consolidated pilot experiences and typical cases for different industries and enterprises at different stages of development, providing timely feedback to both provincial departments on the issues identified in the pilot, optimizing the objectives and methods of work of the pilot, further improving the functioning of the integrated service platform, and promoting the joint construction, co-governance and sharing of integrated service platforms。

Safeguards

(i) enhanced leadership. The two sectors have established national collaborative mechanisms for innovative management pilot work, strengthened integration and synergy of efforts to pilot the implementation of international standards for innovation management, organized implementation, operational guidance, platform outreach, competency assessment and information-sharing for priority pilot regions and enterprises across the province, and coordinated the identification of recommendations for priority pilot regions and enterprises, policy support, tracking services and evaluation organizations。

(ii) enhanced guidance. Locally, policy optimization and targeting needs to be strengthened, with the full use of special funds for sme development, “specialized new” awards, intellectual property-related funds, etc., to support the implementation of international standards for innovation management, to integrate national pilot work into local intellectual property work plans, to actively guide business learning and the implementation of international standards iso 5605, and to continue to promote the convergence of enterprise intellectual property rights。

(iii) increased advocacy. Strong measures need to be taken to encourage pilot and side-by-side evaluations of priority pilot enterprises, and to extend the experience of implementing international standards for innovation management to enterprises upstream and downstream of the industrial chain, as well as to similar types of enterprises, to further expand the impact and coverage of the pilot. At the same time, a number of typical cases have to be developed and disseminated to the industry and to society at large。
