Recently, the office of the leadership group for the implementation of the intellectual property strategy in hebei province published the local pilot implementation programme for data intellectual property in hebei province, which identified the main objectives of the pilot exercise throughout the year and deployed six priority tasks。
The programme proposes, in the first half of 2024, the consolidation of data intellectual property resources, in-person integration, the selection of provincial pilot projects, the initial establishment of institutional rules for the registration of intellectual property rights, service codes, etc., and the completion of a registration platform. By the end of 2024, a province-wide registration of intellectual property rights for data had been carried out, the registration, protection and application of intellectual property rights for data had begun to yield results and the marketability of data elements had steadily increased in terms of capacity and value realization。
The programme deploys six priority tasks, namely, the establishment of an efficient collaborative facilitation mechanism, the construction of systems related to data intellectual property, the establishment of a data intellectual property registration system, the development of data intellectual property registration, the enhancement of data intellectual property protection and the promotion of data intellectual property use, and identifies time points for the completion of tasks. In order to ensure the smooth running of the pilot, the programme also identified four safeguards in terms of organizational leadership, institutional security, financial security and theoretical research。
