Patent-intensive industries are those where the patent intensity and scale of inventions meet prescribed standards, rely on intellectual property rights to compete in the market, and are compatible with innovative development-oriented clusters of industries。

The national intellectual property authority, the national statistical office, published in 2020 national data on the value added of patent-intensive industries for 2018, marking the formal establishment of a mechanism for the accounting and dissemination of value added in patent-intensive industries。

The development goals of the building of intellectual property power programme (2021-2035) set out an expected target of “a 13 per cent increase in the value added of patent-intensive industries to GDP”。

Table 1. Value added in patent-intensive industries as a share of GDP

In 2018, the value added of the new equipment manufacturing industry was rmb 3283. 3 billion, with the highest share of the value added of patent-intensive industries, at 30. 7 per cent; the value added of the ict manufacturing industry was rmb 21,55. 51 billion, with 20. 1 per cent; the value added of the ict service sector was rmb 14,7. 2 billion, with 18. 2 per cent; the value added of the new materials manufacturing industry was rmb 14,13. 3 billion, with 13. 2 per cent; the value added of the pharmaceutical and medical industry was rmb 946. 5 billion, with 8. 8 per cent; the value added of r & d, design and technology services was rmb 721. 5 billion, with a share of 6. 7 per cent; and the value added of the environmental industry was rmb 24. 24 billion, with a share of 2. 3 per cent。

In 2019, manufacturing-related industries in patent-intensive industries were large and their value added reached 72. 9 per cent. Of these, the value added of the new equipment manufacturing industry was 34 billion yuan, the highest 29. 7 per cent of the value added in patent-intensive industries; followed by the value added of the ict manufacturing industry, which was 23. 21 billion yuan, representing 20. 1 per cent; the share of the new materials manufacturing, the pharmaceutical and medical industries and the environmental industry was 12. 2 per cent, 8. 7 per cent and 2. 3 per cent, respectively. Services-related industries are growing faster in patent-intensive industries. Ict services grew by 17. 2 per cent and r & d, design and technology services by 14. 0 per cent, significantly higher than manufacturing。

In terms of the internal structure, the new equipment manufacturing industry was the largest in 2020, with an increase of rmb 3419. 4 billion, representing 28. 2 per cent of the value added of patent-intensive industries; followed by ict services, with an increase of rmb 264. 1. 5 billion, with a share of 21. 8 per cent, rising from the third to second place in the previous year's total; again, the ict manufacturing industry, with an increase of rmb 24. 17. 7 billion, with an increase of 19. 9 per cent; and the environmental protection industry, with an increase of rmb 27. 4 billion, with a share of 2. 3 per cent. In terms of growth, ict services grew by 15. 7 per cent, the fastest. The pharmaceutical and medical industries are growing at an accelerated rate of 10. 1 per cent and 4. 7 percentage points higher than the previous year, driven by the strong demand for national and international products and the increased organization of production by enterprises。

The development of patent-intensive industries reflects the close integration of intellectual property, science, technology and innovation with industrial economic development. At a time when our country is implementing a new concept of development, building a new development paradigm and promoting high-quality development, patent-intensive industries have become important underpinnings of high-quality economic development, as a typical representative of the convergence of innovative resources and the dynamism of innovation。

Further developments in patent-intensive industries include the exploration of patent-intensive products. A series of deployments to foster the development of patent-intensive industries and explore the identification of patent-intensive products have provided direction for patent-backed innovative economic development. The office of the national intellectual property office has issued a circular on organizing the recording of patent products, which explores the deployment of patent-intensive product identification, promotes the effective transformation of patents at the end of the product and industry and promotes high-quality economic development。
