According to information from the ministry of commerce of china dated 27 may, the united states international trade commission (usitc) recently published a report on intellectual property abuse and promotion of indigenous innovation policies in china (may 2011) (hereinafter referred to as the intellectual property report). The report covers the detailed findings of the u sitc on the current situation of intellectual property abuse in china and the impact of chinese intellectual property abuse and promotion of indigenous innovation policies on the united states economy. Only six months ago, the usitc issued its first report on intellectual property abuse in china。
According to the intellectual property report, usitc surveyed 5051 knowledge-intensive enterprises operating in china in the united states, accounting for 16. 3 per cent of the united states economy. The report states that in 2009, us enterprises suffered $48. 2 billion in losses as a result of intellectual property abuse in china. In addition, data analysis and simulation findings suggest that increased intellectual property protection in china would increase united states exports to china by $107 billion and related sales, and bring about 923,000 new jobs to these american companies。
In this intellectual property report, china's indigenous innovation policy has been included as a focus. The report focuses on cases in emerging industries in china such as wind energy, telecommunications equipment (mobile phones), software, cars, civil aircraft and their components. Many united states enterprises surveyed indicated that they suffered substantial losses as a result of china's innovation policy in 2009。
According to the ipr report, “the rapid development of china over the past 30 years has provided opportunities and challenges for united states enterprises. The infringement of intellectual property rights and the promotion of indigenous innovation policies in china have reduced the competitive position of united states enterprises in china.”
Data show that since 2006, chinese enterprises have experienced a significant increase in the number of cases investigated by the united states 337. Between 2006 and 2010, there were 56 cases of chinese enterprises facing 337 investigations in the united states, more than the sum of the previous 20 years. In 2010, the united states launched 56 337 investigations, of which 18, or nearly 30 per cent, involved china。
