Article ii nature of the convention
It is a civil society group of non-party intellectuals from the guangxi region, especially non-partisans, who are organized voluntarily and of a general character. It is a bridge and a link between the party committee of the autonomous region, the government-associated extra-party intellectuals, the vehicle for the work of extra-party intellectuals by the general war department of the autonomous community party and the home for extra-party intellectuals。

Chapter ii terms of reference
Terms of reference of article vi

(iv) services to society. The organization of “common mind” practical activities around the theme of “technology, wisdom”, “death to love, rendering society”, “commonness for development, life for people, harmony for people”。
(v) sorority. Various networking activities have been organized to strengthen communication among its members, to foster friendship, exchange and cooperation; to conduct visits, visits and exchanges at home and abroad; to defend the legitimate rights and interests of its members and to assist in resolving difficulties and problems。
Chapter iii membership

Procedure for membership in article 9:
(i) upon his or her application for membership, upon the recommendation of the unit, organization or board。

(iii) membership cards issued by the council。
Article 10 members of the council have the following rights:
(i) the right to vote, to be elected and to vote。
(ii) participation in relevant meetings and events organized by the organization。
(iii) priority in obtaining services from the society。
(iv) the power of recommendation and oversight over the work of the organization。
(v) voluntary membership and freedom of association。
Article 11 members of the council have the following obligations:
(i) comply with the statute of the council, implement the resolutions of the council, participate actively in its activities and carry out the tasks assigned to it。
(ii) to maintain the reputation and unity of the organization。
(iii) to provide briefings and relevant information to the committee。
The discharge of a member under article 12 shall be submitted in writing to this council and the membership card shall be returned. Members who, for two consecutive years without justification, do not participate in the activities of the council shall be deemed to have voluntarily withdrawn。
A member of article 13 shall be removed from the list if the council so adopts: the council is not in session and may be replaced by a meeting of the president。
(i) has committed a serious breach of this statute。
(ii) be guilty of a criminal offence under national law。
(iii) the acts of an individual would have caused substantial damage to his or her reputation。
Chapter iv organizational structure and head(s)
Article 14 of the convention is organized on the principle of democratic concentration. It consists of a general assembly of members, the council and the president. A secretariat for the day-to-day affairs of the conference and for the integrated and coordinated servicing and activities of the conference。
Article 15 is the supreme authority of the council of representatives. Member representatives consulted. The main responsibilities of the assembly are:
(i) development and amendment of the statute。
(ii) consideration of the report of the board on its work and financial report。
(iii) election and removal of members。

(v) decide on termination。
Members ' congresses are normally held every five years. If exceptional circumstances require a change of office earlier or later, it shall be submitted to the general war department of the autonomous region party for review and approval by the governing body of the association. The assembly of members shall be convened by more than two thirds of its representatives and its resolutions shall be put to a vote by a majority of the representatives present。
The 16th council is the executive body of the assembly of member states and leads the day-to-day work of the council between sessions of the assembly of member states. The council normally meets annually. In the absence of conditions for a general assembly of members, the council acts as representative of the general assembly of members. The term of office of the members is five years. The selection of members shall be by consultation. The functions of the council are:

The president, the vice-president and the secretary-general form the bureau of article 17. The president is the executive body of the council and leads its day-to-day work and is accountable to the council during the intersessional period。
The functions of the 18th president are:
(i) executive council resolutions。
(ii) preparations for the convening of the council。
(iii) report on its work and financial situation to the council。
(iv) decide on additions to the membership。
(v) the decision to establish an in-house body and the appointment and removal of the under-secretary-general and the heads of the in-house bodies。
(vi) development of an internal management system。
(vii) in exceptional cases, with the approval of the general war department of the party of the autonomous communities, the president, vice-president and secretary-general may be appointed and dismissed, and the council may be subsequently informed。
(viii) consideration of decisions on other important matters。
The meeting of the president of article 19 shall be convened only in the presence of more than two thirds of the members, and its resolutions shall enter into force only by a vote of more than half of the members of the conference。
The president of article 20 normally meets semi-annually; depending on the circumstances, it may also take the form of a communication。
Article 21 would have consisted of one president, one vice-president, several vice-presidents, one secretary-general and several under-secretaries-general. The secretary-general of the council is a part-time representative of the council。
When the council is not in session under article 22, the president may, in exceptional circumstances, exercise the functions of the council and communicate afterwards to the council。
Article 23 provides that the president, the vice-president and the secretary-general shall serve for a term of five years, normally not exceeding two. The extension of the term of office in exceptional circumstances shall be subject to review by the general war department of the autonomous region party and approval by the civil society administration of the autonomous region。
Article 24 the president of the council performs the following functions:
(i) convening and chairing the general assembly of members, the council and the president。
(ii) to examine the implementation of resolutions of the general assembly, the council and the office of the president。
(iii) signs the relevant important documents on behalf of the committee。
(iv) the vice-president of the council shall perform such functions if the president is unable to perform the above-mentioned functions。
Article 25 the secretary-general of the council shall exercise the following powers:
(i) conducting the day-to-day work of the offices and organizing the implementation of the annual work plan and the implementation of the decisions of the conference。
(ii) nomination of the under-secretary-general and the principal officer(s) of the subsidiary body for consideration by the president。
(iii) other day-to-day services。
The secretariat for article 26 is the office of the member congress, the council and the chairman of the council, and is located in the work of the extra-party intellectuals of the autonomous region party's general war commission。
Chapter v asset management, use principles
Article 27 would be financed from government support, donations from various sectors of society and groups, income from activities or services carried out within the authorized sphere of operation, interest, other legal income. It does not collect membership dues。
Article 28 must be used for the development of the scope of the operation and the cause provided for in this statute and may not be distributed among its members。
Article 29 would have established a rigorous financial management system to ensure that accounting information was legal, authentic, accurate and complete. The accounting officer of the association is also the accounting officer of the general war department of the party of the autonomous communities。
Article 30 of the convention's asset management is carried out under the supervision of the council and the treasury, in strict compliance with the financial management system established by the state. The source of the assets is the state's contribution or social donation, financial assistance and must be subject to the supervision of the auditing body and the information made available to society in an appropriate manner。
Article 31 must be subject to financial audit by the auditing bodies designated by the general war department of the autonomous community party and the civil society administration of the autonomous region prior to the change or replacement of legal representatives, and financial audit reports issued by qualified accounting intermediaries must be submitted to the civil society administration of the civil society administration of the autonomous region and the general war department of the autonomous community party。
Article 32 of the convention's assets, no unit or individual may be appropriated, dispossessed or misappropriated。
Procedures for amending the statute of chapter vi
Amendments to the statute of the council under article 33 shall be considered by the governing council after the adoption of the office of the president。

Chapter vii termination proceedings and disposal of property after termination
A motion for termination shall be filed at the meeting of the president of the council if the purpose of article 35 would have been fulfilled, the self-dissolution or the need for write-off due to separation, consolidation, etc。
The motion for termination under article 36 would have to be approved by a vote of the council and reported to the competent operational unit for approval。
Prior to its termination, a liquidation organization would have to be established under the direction of the competent operational unit and the organ concerned to settle claims and settle claims. No activities other than liquidation are carried out during liquidation。
Article 38 the association terminates when the cancellation of registrations has been processed by the civil society register administration。
Article 39 the remaining property after the termination of the council shall be used, under the supervision of the general war department of the party of the autonomous communities and the office of civil society organizations of the autonomous region, for the development of a cause related to the purposes of the council, in accordance with the relevant provisions of the state。
