On the afternoon of 4 june, the launch of the fourth business secret protection service month in shenzhen city took place at the shenzhen (southshan) business secret protection base in guangdong. In his message, hong jian, a member of the party group of the municipal market regulatory authority, pointed out that business secrets were the core intellectual property of enterprises and that protecting them was innovation. Especially in the context of the current global science and technology competition and the accelerating evolution of industrial change, strengthening business secrecy protection is not only an inherent demand of enterprises, but also a necessary requirement to maintain the security of industrial chains and promote high-quality development. The provisions for the protection of business secrets, which were formally introduced on 1 june, for the first time explicitly included digital assets such as data, algorithms, computer programs and codes in the protection of business secrets at the sectoral regulatory level, and the topic of “protection of business secrets, development of the escort industry” during the current service month fully reflected forward-looking strategic considerations for future-oriented industrial security barriers. He stressed the need for enterprises to be “first responsible” for their own business secrets and for market regulators to strengthen regulatory enforcement, optimize service delivery, safeguard the legitimate interests of enterprises and secure industrial chains。
At the launch ceremony, the municipal market regulatory authority published a list of 13 new business secret protection workstations established in 2026. New workstations have been created in a variety of types, including national industrial innovation platforms such as the national centre for innovation in the bio-producer industry, high-tech enterprises such as the shenzhen institute of information and communication, and a number of high-technology industrial parks and industry associations in priority areas such as the shenzhen city biomedicine innovation industrial park and the square electronics industrial park, marking a further woven web of business secrecy protection services in shenzhen city。
At the site of the event, 10 companies of good practice were awarded a pilot acceptance of local standards in shenzhen city through the fourth edition of the code on the management of business secrets in order to take advantage of the pole-driven effect. Since shenzhen was elected to the first national pilot areas for the protection of business secrets, the municipal market supervisory authority, together with the districts and agencies concerned, has been increasing its efforts to protect business secrets in terms of service systems, standard guidelines, awareness-raising and law enforcement。
Data show that shenzhen has built a city-wide network of business secret protection services, cumulatively building 9 business secret protection bases, 4 service windows and 74 workstations; issuing more than 10 standard guidelines for the country's first individual worker intelligence and standards for business secret protection groups in the area of smart robots; conducting four years of service-months and conducting over 400 training courses in various types of common law; and working with the provincial market regulatory authority to establish a “one-on-one” base for the protection of commercial secrets in the gulf of gold” to enhance the protection of business secrets abroad, to monitor 29 cases of commercial secrecy involving united states local courts in 11 cities in the gulf of gold and to provide “one-on-one” guidance to 18 enterprises。
Since 2022, the citywide market regulatory system has recorded 37 cases of violations of business secrets, closed 28 cases, confiscated nearly $3 million, transferred 5 criminal prosecutions, and strongly defended the innovation and core competitiveness of enterprises。
The municipal market supervisory authority is also known to work with the judiciary, workstations, service agencies, etc. To launch a series of heavy-heavy activities, including joint publication of business secrecy protection cases with the municipal intermediate court, the municipal public prosecutor's office and the municipal public security bureau, seminars on front-line issues of business secrecy protection in the age of artificial intelligence, training courses on the protection of foreign business secrets in the golden gulf, etc., to promote joint management of business secrets, safeguard the protection of corporate innovation and provide solid support for the construction of industrial science, technology and innovation centres in shenzhen, which have an important global impact。
