On 2 august, the municipal housing construction commission, in conjunction with the municipal housing finance centre, issued an urgent circular on further promotion of the use of housing-specific maintenance funds in the event of housing spills emergency, which optimized the process of using housing-specific maintenance funds in the event of a leak. It was informed that the circular clarified the procedures for pre-construction, re-advertising and re-allocation of funds, further improving the efficiency of dedicated maintenance funds and ensuring the rapid use of earmarked funds。
According to the circular, in the event of a leak in a residential neighbourhood, which is beyond the scope of maintenance provided for by the property service contract, the small district industry council (aca) and the property service provider shall report the situation to the council of the people's dependencies (villages). The land dependencies (villages) council convenes the industry committee (iac), property service providers and relevant owners to conduct field visits to check the leaks, clarify the manner and scope of repairs, and hold on-site meetings to confirm them。
Following confirmation by the parties, the construction unit was commissioned by the industry committee (pac) or the property services to carry out repairs to the areas covered by the leak, and after the completion of the inspection and inspection of the repairs, the consulting unit was also commissioned to perform an accounting review of the construction price and to publicize the material in a prominent location in the property management area to the full knowledge of the owners。

(a) urban-rural (municipal) construction committees for housing in each district, through the development and construction directorate of the kasai district, the district management departments of the municipal housing management centres, and the relevant units:
With a view to improving the efficiency of the use of funds for specialized residential maintenance and ensuring the safety of residential use, the following work notices are issued to further advance the use of funds for specialized residential maintenance in the event of a leak in housing emergency:
1. In the event of a leak in housing in the residential property management area, the commission and the property service provider determine that the repair and repair work is beyond the scope of the maintenance provided for in the property service contract, the board (conseil) and the property service provider shall report promptly to the council of the people of the dependency (village) and the street (town) shall perform integrated guidance。
The council of the people of dependencies (villages) shall convene the board of industry (iac), property service providers and the relevant owners to visit the site to verify the leaks in the house。
Iii. The council of the people of dependency (village) shall, in conjunction with the relevant units, define the modalities and scope of the repairs, hold in situ meetings to confirm and form the minutes of the meetings, which shall be copied to the urban and rural (city) construction councils of the districts。

5. Following the completion of the inspection and acceptance of the repairs, the commission or the property service provider shall commission a settlement review of the construction price of the works and publicize the minutes of the meeting of the (village) people's council, the maintenance and renovation programme and the results of the audit of the construction price settlement in a prominent location in the property management area for a period of not less than three days。
Vi. The commission or the property servicesman submit applications for the use of funds for the special maintenance of housing to the urban and rural housing (cities) construction commissions of each district and submit the following information:
(i) a completed request for funding for emergency maintenance
(ii) maintenance and renovation programmes and publicity
(iii) a price settlement audit for maintenance works
(iv) detailed allocation of funds for specialized residential maintenance。
7. Upon request, the urban and rural housing (city) construction commissions (cvds) of each district, after review or filing, transfer to the bank account of the construction unit the funds for the specialized maintenance of the dwelling by the district management departments of the municipal housing fund management centres or by the opening bank of the conference of owners。
