Publication of a business transformation demonstration
Make a model, speed up the transition

The main market players in our digital publishing industry include, inter alia, traditional publishing enterprises in transition and private new media enterprises. Among them, the former relates to the future survival of the traditional publishing industry and requires stronger measures to be directed。
In the second half of the year, the directorate-general will conduct a industry-wide demonstration of the transition from traditional publishing to digital publishing, selecting a group of early, well-thought-out and productive traditional publishing enterprises in the field of digital publishing, establishing them as “demonstrating digital publishing” and sharing and disseminating practical experiences. Support has also been given to the first pilot enterprises, such as the digital publishing project of the office of the director-general for the reform of development projects, which will give priority to the entry and exit of banks and the provision of support to those enterprises that are qualified to undertake projects related to the state and the directorate-general, among others, in order to help them accelerate their transformation。
The overall work programme is currently being developed and, after consultation with experts and industry, a programme of work is scheduled for late september to organize industry-wide reporting。
Digital publishing base construction
Standardized management

From 2008 to date, the directorate-general has approved the establishment of nine national digital publishing bases, which have had a significant impact in terms of increasing industrial concentration, establishing industrial chains, boosting the overall and radiation perimeters。
In response to the next phase of base construction, the directorate-general has developed a plan for the management of the press and publishing industry (campaign) which is currently being consulted and is expected to be officially released during the year. In accordance with the relevant provisions of the scheme, the various bases and parks will be subject to annual review, and passers-by will be subject to such regulatory measures as yellow-card alerts, de-lists and announcements。
At the same time, the directorate-general requests that the approved bases be established as soon as possible to establish services, operators, specialized and specialized management, adapted to the development of the digital publishing base; further refine the basics; assess and adjust development plans in a timely manner; provide statistical analysis and prepare for annual reviews; and seek more and better policies for the base. Provincial bases may be established for applicants who are not yet in a position to do so, if and when they are available, before national bases are declared。
Content delivery platform specifications
Make an opinion, enforce access exit

At present, the construction of digital content delivery platforms is becoming a new area of competition across the industrial chain. In order to effectively regulate platform-building, the science, technology and digital publishing division of the directorate-general is in the process of developing " guidance for the development and management of digital content delivery platforms " , the first draft of which will be consulted by local authorities, industry and relevant experts。
It is understood that the guidance will clarify several normative principles: first, the establishment of access exit and classification management mechanisms; second, the use of lead models for priority businesses; third, the strengthening of policy support; fourth, the refinement of digital copyright; fifth, the harmonization of content formats; and sixth, the introduction of industry self-regulation。
Organization of professional associations
Reorganization of the institute

In recent years, the digital publishing chain has become increasingly integrated and has been accompanied by new challenges in stabilizing the quality of products, complying with industry rules, upholding professional conduct and maintaining market order. The establishment of intermediary organizations, such as industry associations, to resolve conflicts and problems has been put on the agenda。
It is understood that the general administration will restructure and establish the chinese audiovisual and digital publishing association on the basis of the chinese audiovisual association. The second level of the new association is supplemented by a non-subtraction, i. E. The second level of the former audio-visual association, which determines the increase and decrease and adjusts the programme after consultation with the relevant functional units of the general administration; the second level of digital publishing, which is based on the actual development of industry, is set up in one place. Currently, the programme for the establishment of the association has been approved by the party group of the general administration and submitted to the ministry of civil affairs for review。

In addition, the directorate-general will organize events on digital reading for the whole population and on cultural events. As part of this effort, the directorate-general will continue to focus on digital reading and organize thematic events focusing on learning about the 18th congress of the party for the promotion of publicity and the promotion of the spirit of thunderbolt, so as to make full use of the advantages of digital reading and its wide audience, and to meet the diverse and individualized spiritual and cultural needs of the population. In response to the question of expanding the business component of the 2013 conference or reducing or even eliminating the digital publishing areas, the directorate-general of science, technology and digital publishing intends to organize a series of events, organized on a year-by-year basis and organized in groups, with a view to highlighting the type of features and reducing the economic burden on participating enterprises。
