Subjects and conditions of recruitment

(i) targets of recruitment

4. The age limit is generally not more than 38 years (born after 1 may 1987), and special requirements for recruitment to the post are determined by the job requirements; the requirements for residence in kyoto must be met。

5. Physical and psychological conditions for the proper performance of duties。

6. Compliance with other relevant legal and policy requirements and other requirements for employment。

A person may not apply:

1. A person who has been criminally punished for an offence。

2. A person who has been expelled from a party or public office。

3. A serious violation of the recruitment discipline, such as fraud, has been found in the recruitment of public officials at all levels。

Recruitment process

(i) registration. The registration period is from this date until 17:00 on 29 may 2026. Registration is carried out in the manner required by annex 1 of the list of job offers for the recruitment of graduates of higher education institutions in 2026 by the state council's national resource commission。

(ii) eligibility. The eligibility of candidates is subject to the conditions of the recruitment post, and the candidates who have passed the qualification process take the written test. The ratio of those who have passed the same post to those who have been recruited for the post shall be 5:1. If the rate of entry is not reached, the recruitment rate will be reduced or the recruitment plan for the post cancelled, as appropriate。

(iii) examinations. These include written examinations, professional tests, interviews, psychological assessments, etc。

The state council's national investment commission research centre, the information centre of the state council's national investment commission, the state committee's national enterprise performance evaluation centre, the state council's national investment commission's business agency service centre, the state committee's service centre for material organs of the state council, the state committee's service centre for mechanical organs (centre for party integrity and integrity education), the state committee's service centre for metallurgy organs of the state council, and the state committee's service centre for light industries of the state council determine the number of candidates for the interview at the rate of 5:1 according to the order of the written test. In order to be able to enter the interview, the written examination must reach a 60-point qualifying score line. If the candidate abandons his or her qualifications for the interview, he or she is replaced in the order in which the written examination results are high to low. For posts with less than 3:1 participation in the interview than in the recruitment plan, candidates should have a 75-point interview score to be identified as medical examiners。

Following the written examination for posts at the national training and education centre of the national council of state, psychological assessments, professional tests, interviews, etc., are carried out, depending on the order in which the results of the written examination are high to low, and the number of persons who have passed the written examination for the same post is determined according to the ratio of 10 to 1 to the number of persons who have been recruited for the post; the number of persons who have taken part in the interview is determined according to the order in which the written examination, the summary of professional test results (50 per cent each) is high to low, and the proportion of persons who have passed the professional test for the same post and the number of persons who have been recruited for the post is determined according to the ratio of 5 to 1 for the same post. In order to enter the next stage, the written examination and the professional examination shall have a 60-point qualifying score. In the case of candidates renouncing their qualifications for the interview, they are supplemented in the order in which the written examination and the summary of professional test results (50 per cent each) are higher to lower. For candidates to be identified as medical examiners, a 75-point interview qualifying score should be reached. Notification of written examinations, psychological assessments, professional tests and interviews is based on notice。

(iv) medical examination. Based on the overall results (50 per cent for written examinations, 50 per cent for interviews, 30 per cent for professional tests and 40 per cent for interviews) and according to the overall results (50 per cent for written examinations and 50 per cent for interviews and 30 per cent for written examinations, 30 per cent for professional tests and 40 per cent for interviews) of the state council's executive committee on education and training, the medical examiners are identified on a scale of 1:1 and medical examinations are organized in the relevant hospitals, the costs of which are borne by the recruitment unit. If the qualification is waived or the medical examination is not satisfactory, it is supplemented by a combination of results. The criteria for medical examinations are applied in line with the criteria for the recruitment of civil servants。

(v) visits. Among those who are qualified for medical examinations, the entry team is identified and is visited at the school, in the form of individual interviews and access to the files, with emphasis on the political, moral, competency, psychological, learning and performance of candidates, compliance with the law and integrity and self-discipline, and, if necessary, extended visits. In the event of disqualification or non-admissibility of the examination, the medical examiner shall be replaced by a qualified person on the basis of a combination of results。

Publicity. On the basis of the combined achievements, medical examinations, and study visits, the list of persons to be recruited is determined and a platform for public recruitment services is made available at central and state institutions for a period of five working days。

(vii) recruitment. If there is no objection to the expiry of the period of publicity, the recruitment process is carried out as required. Publicly recruited staff are required to have a probationary period, which is included in the duration of the contract of employment. The probationary period is eligible for formal employment; the probationary period or expiry is unsatisfactory and the appointment is cancelled。

Attention

(i) qualifications are carried out throughout the recruitment process and the employer may revoke the applicant's eligibility or eligibility for appointment if it is found at all stages of the recruitment process that he or she does not meet the eligibility requirements。

(ii) the registration materials and information submitted by the candidates shall be true, accurate and complete and a statement of good faith shall be signed upon registration, and no person shall be allowed to intercede and greet during the public recruitment process。

A candidate may not apply for a recruitment post that constitutes a circumvention. Candidates who have close family and main social relations with the state council's national resource committee and its subordinates should report to the employer on their own initiative at the time of registration。

(iii) cases of fraudulent, altered documents, certificates, etc., or other improper means of obtaining qualifications for recruitment, fraud in the course of examination examinations or other violations of public recruitment discipline shall be dealt with in accordance with the rules for the treatment of public recruitment infractions。

(iv) the employer is able to organize a psychological assessment based on the needs of the job, the results of which are not taken into account in the overall accomplishment, and the arrangements are based on the employer's notification。

(v) in the event of a tie at the end of the examination, enter the next step together with the individual concerned。

(vi) candidates should ensure that the contact information retained is accurate and valid and that communication is maintained. If a person is unable to notify himself or herself as a result of poor communication by mail or telephone or mobile text messages, the result is borne by the applicant。

(vii) a written declaration of abandonment shall be submitted by the candidate if he or she voluntarily relinquishes his or her examination, medical examination or admission。

(viii) the examination does not assign a tutorial book and does not conduct or entrust any institution with a tutorial course。

(ix) only one post for each candidate who is publicly recruited. Of these, students with the permanent residence of the city of beijing prior to admission to school are the source of kyochi。

(x) the examination does not enter the next stage without further notice。
