The new media is an important channel for the movement of the internet-era parties and the government to reach out to, serve and gather people. It is an important means of accelerating the transformation of government functions and building a service-oriented government. It is an important tool for leading online public opinion and building a clear space for social governance. It is an important means of exploring new models of social governance and improving its capacity. In recent years, good results have been achieved in the regions and departments following the online popular route and actively using the new media to promote political openness, optimize political services, build social consensus and innovate social governance. At the same time, there are prominent problems in some new government media, such as lack of functional clarity, poor dissemination of information, irregular construction and poor supervision and management, as well as the frequent occurrence of “zombies”, “sleeps”, “things of the thunders”, “no interaction, no service”, which adversely affects the image and credibility of the government. With a view to promoting a healthy and orderly development of the new media, the state council has agreed to the following observations。

I. General requests

Guided by xi's new chinese socialist philosophy of the chinese era, the 19th and 19th china-china plenary sessions are fully committed to the spirit of the party's 19th and 19th china-china congresses, upholding the idea of people-centred development, firmly entrenching the concept of new development, seriously implementing the party's central and state council's decision-making on the overall promotion of openness in government and optimizing the deployment of government services, implementing a cyber-power strategy, enforcing cyber-ideological accountability, vigorously promoting new media in government, clarifying functional positioning, strengthening integrated planning, improving institutional mechanisms, regulating operational management, continuously increasing the capacity of the government to function on the internet, and working to build a “finger-of-the-the-line” online government that is accessible, bright and satisfactory to the people。

(ii) work objective。

By 2022, the new online media of the chinese government will have been set up, with a new media matrix that is coordinated and responsive to the new government. The new media system will be enhanced, guided, influential and credible. It will create a set of high-quality accounts. It will build a more authoritative platform for information dissemination and interpretation, a more accessible platform for political and civil interaction and services, and a new model for the development, innovative development and integration of new media。

(iii) basic principles。

The new media at the district level are required to establish a communication coordination mechanism with the media centre for integration in the region and to work together on a communication and interpretation response。

(ii) innovative social governance through greater political and civil interaction. New media channels of interaction have been opened up to listen to the views of the people, to gather their minds, to address their concerns, to build their hearts and minds and to follow online popular lines. Carefully conduct public comments about publishing and processing feedback, and respond to them in accordance with the law, in a sincere and thoughtful manner, and in a manner that does not prevent answers from being answered without asking questions, lecturing or being indifferent. Increased communication and collaboration with operational departments to ensure that legitimate claims are effectively addressed by time-bound and timely feedback on popular claims. It is important to analyse the community's feelings and provide accurate services for government decision-making using technologies such as big data, cloud computing and artificial intelligence. The focus is on exploring new ways of interaction between the political and civil communities by setting up topics and planning activities in conjunction with major events, major festivals and commemorative days, thematic days, etc. New government media, government websites, political hotlines, etc., should continuously improve the efficiency of responses and the quality of interaction through the development and use of a unified, authoritative and comprehensive advisory database based on the government website's intensive platform.
