The new media is an important channel for the movement of the internet-era parties and the government to reach out to, serve and gather people. It is an important means of accelerating the transformation of government functions and building a service-oriented government. It is an important tool for leading online public opinion and building a clear space for social governance. It is an important means of exploring new models of social governance and improving its capacity. In recent years, good results have been achieved in the regions and departments following the online popular route and actively using the new media to promote political openness, optimize political services, build social consensus and innovate social governance. At the same time, there are prominent problems in some new government media, such as lack of functional clarity, poor dissemination of information, irregular construction and poor supervision and management, as well as the frequent occurrence of “zombies”, “sleeps”, “things of the thunders”, “no interaction, no service”, which adversely affects the image and credibility of the government. With a view to promoting a healthy and orderly development of the new media, the state council has agreed to the following observations。
I. General requests
(i) guidance。

(ii) work objective。
By 2022, the new online media of the chinese government will have been set up, with a new media matrix that is coordinated and responsive to the new government. The new media system will be enhanced, guided, influential and credible. It will create a set of high-quality accounts. It will build a more authoritative platform for information dissemination and interpretation, a more accessible platform for political and civil interaction and services, and a new model for the development, innovative development and integration of new media。

V. Strengthening security measures
