On the eve of the 15 december daily newspaper (journalist luyulin), the shandong department of education developed the sixth five-year plan for legal awareness education in the provincial education system (2011-2015). The municipal education administration is responsible for planning the promotion of appropriate legal education in secondary school entrance examinations, and for ensuring that the concept of the rule of law and the development of legal qualifications form the basis of quality education。

The plan states that all levels of administration and primary and secondary education are to implement the requirements of the legal education framework for primary and secondary schools in a serious manner, in accordance with the national curriculum programme and curriculum standards, and that legal education for adolescents is closely linked to civic education, with a targeted increase in legal education. The administration of education at all levels and primary and secondary schools shall include in the school curriculum education on the rule of law or on civic awareness; targeted, lively and diverse practical education on the rule of law in the context of thematic education on safety, environmental protection, road traffic safety, fire safety, counter-narcotics, defence and intellectual property rights。

It is planned that at least two teachers will be trained in the model school for schools governed by the rule of law, and at least one teacher in the other primary and secondary schools will be trained in legal education capacity, and specialized training in the teaching of disciplines will have to cover almost all disciplines. To further regulate the management of vice-principals of the rule of law and legal counsellors, to establish sound working mechanisms, incentives and safeguards, and to ensure that the vice-principals of the rule of law and legal counsellors attend school no fewer than three times each semester. By the time this programme is completed, the number of vice-presidents and legal counsellors in primary and secondary schools should have reached more than 99 per cent, and the number of vice-presidents and legal counsellors should have reached more than 95 per cent。

The provincial department of education has requested that in the future the legal system for young students be improved. In conjunction with the development of the legal education programme, studies will be conducted on ways and means of duly incorporating the socialist concept of the rule of law and constitutional awareness, basic legal principles and common sense in the entrance examinations for higher education; municipal education administrations will develop plans for the promotion of appropriate additions to the legal education in the entrance examinations for secondary schools, effectively using the concept of the rule of law and the development of legal qualifications as the basic elements of quality education。
