With the agreement of the provincial people's government, the following information is provided on matters relating to compensation for demolition of land and related charges for the construction of highways in our province:
I. Rates of compensation for direct costs of land reclamation and relocation. The direct cost (without case and three poles of relocation) of the expropriation is calculated on the basis of the rates of compensation for the acquisition of land by the county and on the basis of land attachments and the rates of compensation for seedlings established by the people's government of the district, as approved (or recorded) by the provincial government。
2. Non-foreseeable expenses are the unforeseeable costs of compensation for risks not included in the land demolition package agreement and borne by the people's governments of the municipalities, calculated at 3 per cent of the total direct cost of land reclamation. The people's governments of the city and state propose a programme of use in an integrated manner, based on unforeseen factors, which, after confirmation by the project construction unit, is approved by the people's governments of the province under the unified coordination of the provincial transport department. The cumulative payment of unforeseeable expenses cannot exceed the total amount to be charged, and more than that is covered by the people's governments of the municipalities. The construction coordination funds are provided to the project coordinating bodies at all levels of the people's government for the cost of land reclamation and related coordination, which are used in a package of 80,000 yuan/km on the main highway route. Funding for land demolitions is provided by the people's governments at the county level and above to collect land for house demolitions and to organize the collection of land for construction projects in a unified manner, at a rate of 3 per cent of the direct cost of land demolitions。
Iii. Relocation of land for highway construction projects in urban areas, in principle, in urban areas, in urban areas, in urban areas, in urban areas, in urban areas, in urban areas and in urban areas outside urban areas. In the case of a centralized settlement, the local people's government selects the site in accordance with the principle of land conservation, and in principle at least 10 or more households per place, each of which must not exceed the required size of the land area occupied by the rural housing base, ensuring that the “twice-to-one” and related infrastructure is complete, and that the construction unit and the follow-up audit department receive compensation based on the actual number of concentrated settlements. The centralization rate is calculated at 30 per cent of the direct compensation for legal house demolitions。
This notification shall be implemented from the date of its publication. Projects that have been signed and criteria established for implementation are being implemented as agreed. In the absence of such an agreement, it shall be implemented in accordance with the provisions of this circular。
5. The people's governments of each municipality, county and district, and the relevant provincial units, shall be responsible for the proper handling of the various issues involved in the demolition and relocation of land for the project, ensuring the legal rights and social stability of the people who have been recruited and ensuring the smooth progress of the project。
