In 2023, the town was guided by xi jinping's new-era chinese socialist ideology, fully implementing the party's 20 main ideas, further studying xi jinping's idea of the rule of law, and firmly promoting education on the rule of law。
IRule of lawSituation

(i) strengthened political leadership and the rule of law
The first is to strengthen the theoretical force and to learn more about the rule of law in xi jinping. As an important political task, an in-depth study on the implementation of xi jinping's rule of law concept has been developed and implemented in the context of the annual legal literacy work plan, and in the context of the meetings of the town council (expansion) and the sessions of the committee's centre for theory learning, a number of sessions have been devoted to learning from xi jinping's rule of law philosophy and have consciously translated learning results into operational guidelines to advance rule of law government. The second is the exercise of responsibilities in accordance with the law and the gradual implementation of significant administrative decision-making procedures. The implementation and improvement of the system of collective decision-making, in which major administrative decisions, major project arrangements and large sums of money are used, must be determined by the collective discussions of the town council (enlarged) council, the council of mayors and the institute of special studies, in order to guarantee the regular functioning of executive power on the rule of law. Thirdly, the rule of law standards are strictly observed and consciously monitored. Since this year, 327 complaints have been processed, with a completion rate of 99. 33 per cent on time and a return satisfaction rate of 91. 43 per cent。
(ii) enhancedTeam building.. To improve civic literacy

The first is to build a rule-of-law government and promote open government. The promotion of decision-making, implementation, management, services and disclosure of results has been vigorously promoted through information platforms such as the town government official website and the micro-credit public. This year, the people's government of the five tong towns issued three administrative penalties, which were published on the website as scheduled, and synchronized with the integrated administrative law enforcement monitoring platform of the autonomous region. Second is strengthening rule of law education for leadership and executive law enforcement. In 2023, seven persons took the matriculation examination for administrative law enforcement qualifications in the autonomous region, and all passed it. (c) strengthen rule of law training for administrative law enforcement personnel and strictly adhere to administrative sanctions procedures. A total of 27 people in the town currently hold administrative law enforcement qualifications, and the relevant renewal and renewal examinations are ongoing in the second half of the year. Third is the promotion of “service for people” and the integration of legal services and rule of law education into villages. To map the needs of village (community) legal services, mainstream rule of law education in legal services and actively provide legal services such as legal advice, contract review and legal aid to grass-roots groups and organizations。

One is the variety of forms of legal literacy. The town has created a favourable climate for the rule of law through the “legislation into the country” legal campaign, the “4/15” national security education day campaign and the “live to the school” campaign. More than 1,900 copies of laws and regulations were distributed, more than 400 bags were distributed, 30 legal consultations were answered and legal awareness was raised. Secondly, it is a combination of priorities. In order to deepen the awareness of the population about drug abuse, the town of pong has conducted multidisciplinary anti-drug campaigns targeting young people and the general public. Since this year, 10 counter-narcotics awareness campaigns have been carried out in conjunction with the five tong police stations, the five tong people's court, and the traffic police squadrons, including through anti-drug campaigns “into school”, anti-drug and ica evenings, and on-site distribution of leaflets. Third is the simultaneous application of the law in administrative law enforcement. The construction of the “safe five pond” has been vigorously promoted, with ongoing legal awareness-raising and awareness-raising efforts in the areas of safe production, management of the risks of self-building and management of the “dual violation”. The organization of “safety awareness and advice days” for business representatives of the jurisdictions, the promotion of the “three years” campaign, the special screening and treatment of the risks of major accidents, and the dissemination of information on safety policy, general knowledge and legislation. Fourth is the strengthening of positions. The ongoing construction of functions such as the puffa lecture hall and the model village for rule of law construction in the village of sailong provides people with new experience of the rule of law culture through training, lectures, case studies and interactive exchanges。

The first is the continuous promotion of dispute prevention and resolution. Strengthening of source prevention, front-end resolution, front-door control, active involvement of uv (community) legal advisers in people's mediation, professional legal advice on difficult and complex conflicts and improved mediation success. At the same time, the participation of the “three officers” (police officers, judges, prosecutors, judicial assistants) and elders in the mediation process has led to the creation of a solid foundation for the rule of law in rural areas, with the advantage of mass work and the benefit of both legal and moral reasoning. Currently, 25 village-level mediation disputes have been directed, 14 residential bases and land contracting dispute management offices have been conducted, 5 village (community) legal advisers have been involved in people's mediation and 12 legal opinions have been provided. A total of 168 villages (community) in the town of pong are known for their legal literacy, and training activities have been successfully completed and grass-roots mediation teams are growing. Second is the continued enforcement of safe production. Since the beginning of this year, 140 law enforcement inspections have been carried out throughout the town. Twenty-four inspections have been carried out by enterprises operating in the territory to deal with the risks of safe production. Fifty-six enterprises, including 51 industrial and trade enterprises and five non-coal enterprises, have been inspected. Fifty-seven safety hazards have been detected. Seven site improvements have been made. Fifty-five letters have been issued for a fixed period of time. Two companies have been ordered to work in violation of the safety regulations. A fine of $3,500 has been imposed. Fifty-six letters have been signed on the firm's commitment to work safely. All enterprises in need of rehabilitation have completed the required renovations to eliminate them. No major safety hazards have been identified. Thirdly, there is an ongoing “breach” patrol. Since the beginning of this year, 135 inspections have been carried out, 40 rectification notices have been issued, 4260 square metres of illegal buildings and 7930 square metres of buildings have been overhauled; 81 demolition notices have been issued for illegal buildings, 11280 square metres of illegal buildings and 13720 square metres of buildings have been issued, and 29 private houses have been built at village level in violation of regulations, covering 2,938 square metres and 5,773 square metres of buildings. Fourth is the deepening of self-building security inspections. Work has been actively carried out on the construction and repair of three special projects, namely, the demolition of windows, the construction of walls and the installation of alarms, to ensure that the 14 villages (communitys) in the town are properly registered in 31497 self-built houses, of which 1,230 are self-built. A “back-to-back” validation of non-operational self-building houses was carried out, 10 of which were administered by the relevant departments in the joint urban areas, and the owners were urged to carry out security appraisal rehabilitation and continuous control。
Ii. Observations

The first is that the overall level of rule of law-building needs to be upgraded, that rule of law capacity remains weak, that the overall legal literacy and professionalization of the staff is inadequate; the second is that awareness and competence to use the rule of law thinking and the rule of law approach to solving problems in advancing the rule of law administration, and that the level of implementation of legitimacy audits and the normative development of administrative law enforcement needs to be improved; and the third is that public legal services have yet to be strengthened, and that the current state of the legal services system and the legal workforce does not fully meet the expectations of the population。
Iii. Future work plan
The first is to strengthen the rule of law force and raise the level of its work. Strengthening of rule of law positions, training of legal professionals, continuous resupply of fresh blood for the legal administration and provision of solid guarantees of the rule of law. The second is to strengthen theoretical learning to ensure that the rule of law is accountable. Learning to strengthen the rule of law, training in the use of the law in the normal course of study, conferences, and the inclusion of examples of leadership cadres who have followed the rule of law thinking in the exercise of their duties and have used the rule of law approach to solving problems, have been constantly improving the academic and methodological capacity of cadres in the five towns. Third is the consolidation of the foundations of the rule of law and the development of public legal services. To address the problem of inadequate and unequal distribution of legal and regulatory professionals at the grass-roots level, the establishment of a comprehensive referral mechanism for legal advisers and public lawyers in the town has been explored in order to accelerate the construction of an accessible, efficient and inclusive public legal service。
