According to the ministry of commerce website, eight departments, including the ministry of commerce, have recently published rules for the implementation of the old and new car replacement allowances 2026, which clarify the way in which cars are updated for end-of-life and replacement。
Vehicle end of life update

The amount of the subsidy (up to the full dollar and down to the same amount) is up to 20,000 yuan for the sale price of new vehicles (total price tax) and 10 per cent for the sale price of new vehicles (up to the same amount) for the purchase of vehicles with 2. 0 litres of fuel and less。
Individual consumers have applied for the end-of-life renewal subsidy, and their end-of-life motor vehicle recovery certificates, motor vehicle write-off certificates, uniform motor vehicle sales invoice, motor vehicle registration certificate, should be obtained from 1 january 2026。
Vehicle replacement update
In 2026, a one-time subsidy was granted to individual consumers for the transfer of passenger vehicles registered in their name by sale and for the purchase of new energy vehicles incorporated in the ministry of industry and information technology's new energy car model directory, which exempts and exempts vehicles from purchasing taxes, or fuel vehicles with a charge of 2. 0 litres or less。

Rules for implementing old-for-new subsidies in 2026
Chapter i

Article 2. Article iii. Article 5. Individual consumers wishing to apply for replacement and renewal subsidies for automobiles shall submit applications for subsidies at the point of receipt by logging on the vehicle replacement and updating platform, filling out personal identification information, the vehicle identification code for the transferred used vehicle and the consolidated invoice for the sale of used vehicles, the original photo or scanned copy of the motor vehicle registration certificate (pp. 1-4), the vehicle identification code for the newly acquired vehicle and the consolidated invoice for the sale of motor vehicles, the original photograph or scanned copy of the motor vehicle registration certificate (pp. 1 and 2)。
Article vi. Individual consumers apply for replacement and renewal subsidies for cars, and the date of issuance of the invoice contained in the uniform invoice for the sale of second-hand cars and in the uniform invoice for the sale of motor vehicles, as well as the date of registration of the most recent transfer in the transferred used vehicle and the date of registration in the newly acquired vehicle, in the motor vehicle registration certificate, shall take place after 1 january 2026. Chapter iii
Article 7. After receiving the application for a vehicle's end-of-life renewal subsidy, local business authorities, in conjunction with industry and information, public security, fiscal and tax authorities, conduct audits in accordance with their functional responsibilities and provide timely feedback on the results of the review through the new national vehicle exchange platform, which is confirmed within three working days of the end-of-life renewal grant being released。
Article 8 local vehicle replacement update information systems are aligned to the national vehicle exchange platform in accordance with uniform standards, and data are channelled through the data interface to request the grant in full and real time, as required。

During the implementation of the old-for-new automobile policy in 2026, each individual consumer had to choose only one vehicle end-of-life or one vehicle replacement subsidy. Article 11 in cases where the information submitted by the applicant is incomplete or unclear and cannot be identified, the applicant is informed of the request for the correction of the information at the place of admissibility and the applicant is required to do so through the original channel by the deadline for the application. Applications for eligible benefits are in principle processed within three working days from the date of submission of the application, 15 working days from the time of examination and 30 working days from the time of payment of the allowance。
Article 12 the provincial business authorities, in conjunction with the relevant departments, determine the level of approval of applications for subsidies within the jurisdiction, and the department of review, optimize the processing and payment of applications for subsidies and improve efficiency. Local business authorities compile information on applicants eligible for subsidies in a timely manner, determine the amount of the subsidy and submit a request for funding to the financial authorities. The local financial authorities allocate the subsidy funds to the applicants in accordance with the procedure, in accordance with the advice of the commercial authorities. When submitting a request for funding to the same level of finance, the local business authorities are required to submit a proposal for funding to the respective supervisory authorities of the ministry of finance and to the equivalent level of development reform。
Chapter iv management of subsidy funds
Article xiii. Chapter v oversight and management

Article 16 local business authorities are responsible for monitoring the audit of subsidies. The local directorates of the ministry of finance strengthen spot checks on, inter alia, the use of subsidized funds, the registration of vehicles by public security, taxation, etc., in accordance with the division of duties, the management of the uniform invoices for the sale of motor vehicles and the uniform invoices for the sale of second-hand vehicles, and the reporting of information statistics to ensure the security of funds and their timely issuance。
Article 17. Locally, the application of fair competition policy is to be further advanced by implementing the requirements of a fair competition review; the participation of different types of operators in cars is to be supported in exchange for old and new; the delivery of used vehicles to be transferred or scrap may not be required to a designated enterprise, nor a list of subsidies or a list of enterprises that are geographically or technologically oriented。
Article 18: to strengthen the quality and price control of products, to protect against the problem of retortment, to carry out, as a matter of duty, the scrutiny of subsidies and, if necessary, to employ third parties to assist in the examination of applications for subsidies; and to ensure that all levels of market regulation, public security, industry and information technology deal with cases of improper use of subsidized funds, the production and sale of automobile products that do not comply with the requirements of the law, and the illegal price of such products, in accordance with the rules and regulations of the law。
Article 19 — local access to new channels of policy advice in exchange for old cars, sound policy advice and complaint reporting mechanisms, timely response to public demands, social oversight and a favourable climate。
Article 20 deals with the sale, forgery, falsification of the certificate of recycling of waste motor vehicles, the consolidation of vehicles and the movement to or from society of scrap vehicles that are to be recycled, in accordance with state council decree no. 715 (the measures for recycling of waste motor vehicles)。
Article 21 deals with entities and individuals who have misappropriated or fraudulently obtained subsidized funds, in accordance with state council decree no. 427 (regulation on the punishment of financial offences) and other relevant legislation。
Chapter vi
Article 22 for the purposes of this rule, a passenger vehicle is a small, mini-car carrying vehicle registered with the public security exchange。
Article 23 these rules shall become effective on 1 january 2026.
