On 28 november, the yangtze daily news media (journalist liu wiechi), a press conference on deepening the reform of the medical and sanitary system in hubei province, informed that hubei province had achieved the goal of comprehensive health reform ahead of schedule. The population's burden of access to health care has been further reduced, and the share of personal health expenditure in total health costs has fallen to about 30 per cent, the lowest level in almost 20 years。
In accordance with national requirements, by 30 september this year a comprehensive reform of public hospitals has been carried out, with all public hospitals completely eliminating the addition of medicines (except chinese tablets). The press conference revealed that hubei province had achieved full coverage of the comprehensive reform of public hospitals throughout the province as early as 2015; on 31 july this year, a comprehensive reform of urban public hospitals was fully launched, with simultaneous participation in the ministryal hospital, the military hospital, the state enterprise hospital and the school hospital, and the goal of full rehabilitation has been achieved ahead of schedule。
In hubei province, the cost of medical care is not increasing reasonably. The establishment of 10 priority control and 24 key monitoring indicators for the average cost of outpatient visits, hospitalization per person, average days of hospitalization, drug ratio, etc., is regularly sequenced and publicly publicized, and leads to an unreasonable increase in medical costs at all levels and in all types of public hospitals through special visits, focused interviews and accountability。
At present, there has been a marked slowdown in the increase in the cost of outpatients and hospitalizations per capita throughout the province, and the burden on the population has been gradually reduced, with a “one-size-fits-all reduction”. (a) the continued optimization of the hospital income structure, with the proportion of medicines in public hospitals across the province dropping from about 45 per cent in 2009 to 34. 10 per cent; the increase in the revenues of government health-care institutions fell from 22. 18 per cent in 2009 to around 10 per cent; and the share of personal health expenditure in total health costs fell to around 30 per cent, the lowest level in almost 20 years。
It has been reported that, on the basis of the total elimination of drug additions, the hubei system has promoted comprehensive reforms of the public hospital management system, operating mechanisms, price adjustments, personnel salaries, health insurance payments, etc., which have resulted in a smooth transition of the old and new systems and the initial establishment of a modern hospital management system。
Hubei province has also accelerated the development of a tiered system of treatment. There are 495 model medical associations, such as the medical group, the medical community, the health community, the specialist union and the telemedicine collaboration network. The contracting rate is 30. 76 per cent for medical doctors in households with a resident population, and 46. 52 per cent for priority groups。
