According to the director-general of the jenan water group, wei hong jun, under the relevant implementation programme, jenan will be carrying out the construction of public water supply projects in new areas to be developed within the city's five districts and in the districts of gao xinxiang, the new and old dynamic energy conversion start-up areas, and in established neighbourhoods, enterprises and public places where conditions exist. The construction of the project is financed jointly by water utilities, project developers and water users. Among these, the construction of new projects, which are supported by public water direct-drinking works, the construction of water wells, the original water pipeline and the construction of water treatment facilities, etc., are financed by the water supply enterprise, and the construction of water pipelines, metering facilities, etc., by the project development enterprise. There are districts that provide for direct drinking of water from springs for citizens, and the construction of wells, original pipes and water treatment facilities is financed by water supply companies. In the case of piped-in-house water supply models, the cost of construction of the pipeline works is borne by the users themselves; in the case of water-selling machines, the cost of construction is not borne by the users. Water enterprises may cooperate in construction and operational management by setting up industrial funds with social and financial capital or by directly investing in financing。
Three conditions are required for the implementation of a direct drinking project: in addition to suitable water supply conditions, suitable wells, water treatment equipment and management accommodations should be available; the number of water users within a single-well service is not less than 800 and the size of a single-body water treatment facility is not more than 2,000. The new project water direct-drinking facilities are fully synchronized with the project's facilities such as water and electrical heating; the existing sub-district water direct-drink facilities are accompanied by public spaces (stairwells, integrated plumbing wells, etc.) and facilities are subject to the agreement of more than two thirds of the owners。
The construction of new sub-districts to provide direct drinking of water from springs is carried out directly by the project development enterprise in conjunction with the project infrastructure, including water, electricity, gas and heating, at all levels of government services. The existing neighbourhoods will be supported by a public opinion survey to be conducted by the street offices, the district councils, the landowners ' committees, and a uniform application to the water services department of the districts, which, with the approval of the office of the municipal water safety management group (the municipal urban and rural water authority), will be handled jointly by the jenan water group's operating hall。
For each specific public direct water supply project, the design capacity for water supply is calculated at no more than five litres per person per day for the service population, with strict control over the quantity of water collected. Access to groundwater is prohibited in the sensitive areas around the four springs of the old city (north of shigeki street, east of east hsiru, south of lake ming and west of lunshan road), and it is advisable to construct direct water work in the springs after the outflow. Areas considered by the eco-environmental sector to be at risk of industrial pollution, unconstructed areas such as areas identified by the hydrogeological sector as poor water, do not provide for the construction of direct drinking facilities for springs. An old sub-district with a demolition programme over five years is not equipped with a direct drinking facility。
