On 19 october, the real estate administration of hoi-fo city introduced a regulation on the sale of existing houses for goods, stating that before a real estate development enterprise undertakes the sale of new houses for goods, it should file with the real estate administration for the sale of new houses for goods. The real estate administration authorities should optimize and simplify the filing process and encourage support to real estate development enterprises for the sale of new commercial housing。
In order to regulate the pre-sale of commodity houses, to respond to the changing situation in the real estate market, to further preserve the real estate market order and to safeguard the legitimate rights and interests of both parties involved in the trade in such houses, in accordance with the relevant national, provincial and municipal laws and regulations and in accordance with the spirit of the relevant documents, the housing administration of the hoi fah city recently issued a circular on strengthening the management of the sale of existing houses for the construction of new commodity houses. The circular states that before a real estate development enterprise can make a sale for a new real estate house, it should file with the real estate administration for the sale of the new real estate house. The real estate administration authorities should optimize and simplify the filing process and encourage support to real estate development enterprises for the sale of new commercial housing。
Based on the actual management of the pre-sale of our city's commercial houses, the circular sets out six conditions to be met for the sale of existing premises for the construction of new commercial houses, including the requirement to obtain the " receipt and inspection form for the completion of construction " . There are also legal and administrative restrictions on applications for the sale of premises, which are not subject to filing。
The circular further reduces filing materials, streamlines processing processes and reduces processing time frames, as required by the reform of the approval system, including internet+ and “one-stop-one-stop-one”. Compared to the pre-sale period, there were eight fewer entries for the current sale of premises and the time limit was reduced from 7 to 3 working days。
The circular calls for enhanced marketing management, stipulating that the real estate development enterprise shall, within 10 days of receiving the proof of the current sale of new commodity houses, sell all the premises publicly in one place and strictly enforce the price of a single house. Violations of the law are investigated and recorded in the public credit information system。
