The regulations require the full implementation of the system of public service cards, which shall be used for settlement of expenses incurred in the home country in connection with official travel, official hospitality, the purchase and operation of vehicles for official use, meetings, training, etc., in addition to direct financial payments or bank transfers as required。

The provisions of the scheme relating to domestic travel and temporary travel on official business are further refined and supplemented by those relating to travel by air in business class and first class and by train (car, heavy iron). In one case, the presentation of official hospitality differs significantly from the regulations. In recent years, a small number of units have actually built some office space under the name of operational construction. In a few cases, the lack of funding has led to situations such as reaching out to people。
In this regard, the scheme specifically provides for the issue of “free-riding” of office premises, prohibits the construction of new “free-riding” offices of party bodies in the name of business premises, and for technical operational housing projects that are already state-building standards and are included in special programmes, strict approval procedures and competencies should be applied, and construction standards should not be oversized or overstandard. The construction standards provide for a small number of administrative office-type accommodations, such as those required for building content, management accommodation, which may be built on a standard basis, but may not expand the size of administrative office-type accommodations or crowd out operational accommodations or consolidate office space outside the standard。
With regard to investment in housing construction projects in party bodies, a unified funding arrangement for the construction of government budgets is required. In particular, it is emphasized that unapproved projects are not subject to budgetary arrangements, are not subject to bank loans, are not subject to any form of sponsorship or donation, are not subject to any form of fund-raising or contribution, are not subject to advances from construction units, and are strictly prohibited from diverting funds of various kinds。
On the basis of the regulations, the scheme also states that “the project for the construction, relocation and expansion of office space in the party bodies should be built in a centralized manner, breaking down sectoral and systemic boundaries”.
