In accordance with the provisions of the law of the people's republic of china on the prevention and control of the environment of solid waste pollution in cities, the measures for the management of urban waste management, the measures for the management of living waste management in towns of the guangxi autonomous region, and the measures for the collection and management of living waste disposal fees in towns of nanning city, the scheme has been developed to take into account the actual situation in the county。
Article 2 of this scheme refers to municipal and non-resident solid waste generated in or for activities providing services in daily life, as well as to the provisions of laws and administrative regulations that are considered municipal solid waste, excluding industrial solid waste, medical waste, other hazardous waste, animal corpses, as well as building waste, branches generated during the greening of forests, leaves, dead trees, etc。
For the purposes of this scheme, municipal household waste disposal costs (hereinafter referred to as waste disposal costs) are the costs of collecting, transporting and disposing of municipal waste from the collection point to the disposal site for sound disposal, excluding the costs of cleaning and cleaning of internal and municipal roads at the various sites where such waste is generated。

Users who are not subject to water collection and self-serving water users are subject to household, garbage collection, etc., and are charged directly by the principals or entrusted to such units as the local community resident council or third-party companies。
(i) residents and non-residents of self-serving water sources, units, such as neighbourhood councils, or third-party companies where water is not subject to collection by the collectivities。
(ii) persons who transport their own garbage to a dump or a garbage disposal facility are collected by the county sanitation station on the basis of the amount of garbage entered。
(iii) other cases not subject to water collection。

Article 8. Where the subject of a charge entrusts the collection of a waste disposal fee, a written trust agreement shall be concluded with the client. The collection fee is proportionally refunded from the waste disposal fee (after tax) actually collected on its behalf. The commissioning fee is 2 per cent and the commissioning fee is 8 per cent for units such as neighbourhood councils or third-party companies。
Garbage disposal is paid monthly or quarterly. The collection unit should pay the full amount of the actual waste disposal charge, and the actual collection of the current month's (quarterly) waste disposal fee should be fed back to the principal。
To encourage innovative ways of charging fees, and to expand the means of paying contributions to facilitate the payment of contributions by residents and non-residents。
Article 9: a resident or a non-resident who, on the basis of the relevant documents or certificates, has been cleared by the county environmental health authority or the commune government may be exempted from the disposal fee for a period of one year. The county environmental health authority and the township government shall periodically review and clean up the previous year's relief on an annual basis and collect it in accordance with the criteria for failure to meet the conditions for relief and adjustment。

(iv) households using less than 2 cubic metres/month of water for two consecutive months or more are exempt from garbage disposal charges for that period。
Article 10 the collection of waste disposal fees is regulated by the accounting of the principals charged, and the collection of the county's financial contributions is carried out by the exclusive household, which refunds the commissioning fee. Income from municipal waste disposal fees is included in the budget income of the financial sector, and the fee is included in the expenditure line of the budget of the financial sector, which is reported and paid by the principals of the charges in accordance with the established procedure。
Article 11 the district price authority shall, in conjunction with the district environmental health authority, establish a system of statistical information on waste disposal and fees, and regularly report and monitor the progress of inspection of waste disposal fees。
Article 12 the collection of waste disposal fees is subject to a system of billing and publicity. Fee-payers should be trained and trained to be placed on a single fee-paying certificate, which is produced by the principal, and to use the same instrument as those produced by the tax authorities. Fee lines, standards, documents and callers should be publicized。

Article 13 if residents and non-residents do not pay the garbage disposal fee in accordance with this scheme and there are cases of default, default, evasion, etc., the collection agent issues a reminder urging the payment of contributions by the deadline. In cases where the payment of the required waste disposal fee is overdue, the environmental health authority orders that it be corrected by the deadline; if it does not, the punishment is imposed in accordance with the relevant provisions of the urban waste management scheme and the information on administrative penalties is forwarded to the public credit information sharing platform in nanning city as required。
No unit or individual may be held, occupied, misappropriated, defaulted or expropriated for waste disposal. If the collection unit does not pay the full amount of the waste disposal fee or the retention, occupation, misappropriation, default or unauthorized deduction of the waste disposal fee on time, the collection agent shall, in accordance with the relevant provisions, recover it from the collection unit in accordance with the law。
The county environmental health, price, finance, audit, market regulation, etc. Shall strengthen supervision and inspection of the collection and use of waste disposal fees in accordance with the law. Any person who is not eligible for a fee or who is not authorized to charge a disposal fee and to adjust the fee rate without authorization, changes the range of the fees and removes, embezzlements or squeezing of the waste disposal fee shall be seriously investigated by the relevant authorities in accordance with the relevant provisions。
Units and staff members who levy garbage disposal fees should exercise due diligence and be held accountable under the law for non-performance or failure to perform their duties, negligence, fraud or abuse of authority; in serious cases, they should be brought before the judicial authorities for criminal responsibility。
Article 15 the county environmental health authorities direct the people's governments of the towns and villages under their jurisdiction to collect the cost of handling household waste。
Article 16 the specific application of this approach is explained by the district environmental health authority in conjunction with the district price authority in their respective areas of competence。
Article 17 this scheme shall apply for a period of five years from the date of its enactment。
