In order to advance the construction of international tourism consumption centres, the programme of action explicitly supports the development of inbound tourism, the facilitation of international traffic and the upgrading of cross-border facilitation services。
Hainan is accelerating the construction of a physical air route, with 11 new offshore passenger and cargo routes since 2026 reaching 45 cities in our port area and 23 countries, with cargo reaching 7 countries and 7 cities.
