On 9 march, the city of haigu, hainan province, published a circular on the publication of the “standards for the rental of public rental housing in haigu city”, clarifying the criteria for the rental of 16 public rental housing units at the seaport, which are divided into four tranches of $6. 5 per square metre per month, $7. 5 per square metre, $8. 5 per month。
According to haikou city, the rental rates for the 16 public rented housing mentioned above are based on the seagu city public rental housing guarantee management scheme (2019) no. 31), based on a survey of the market rents for ordinary commodity housing units in the districts. Each square metre is defined as the size of the building, including the public share area and the interior building area. The above-mentioned criteria shall be in force for a period of two years after 30 days from the date of their issuance; they shall expire at the end of that period, and shall be subject to re-approval and promulgation by the competent authorities of the market, together with the municipal housing authorities, of rent rates based on the average market rent level for ordinary-commodity housing in the public rental housing sector。
Public rental housing in haikou city is the source of secure housing, which is raised through centralized construction or construction, alteration, acquisition, long-term lease, either as a housing package or as a dormitory, mainly in small households with a single building area of less than 60 square metres。

The formula for calculating the area of public rental housing security available to the applicant's family is: the area of public rental housing security = (the area of housing security per person for low-income public rental housing in a town declared by the sea port - the area of housing security per person in the applicant's home) x the number of the applicant's family population。
Each applicant's family is entitled to only one set of public rental housing. On the basis of the size of the housing unit, the district housing guarantee enforcement agency may, with the consent of the applicant, arrange for two or more single resident applicants to jointly rent a public rental dwelling. After the applicant's family has allocated a public rental dwelling, the previously rented unit's publicly owned or directly administered dwelling shall be withdrawn。
