The scheme proposes that water management be planned at sea ports for water users included in the management of water access permits and for non-resident water users using urban public water networks (hereinafter referred to as planned water users), that water plans be made up of total annual planned water use, monthly planned water use, type of water source and use of water, and that approved or documented water plans for their total annual planned water use, type of water source and use of water not be subject to unauthorized change. The amount of water to be used in the monthly plan is determined by the user of the plan on the basis of the total amount of water to be used in the approved annual plan and reported to the water administration authorities. Water users included in the water access permit management should have the type of water in their water supply plan, the use of water used should be consistent with the specified type of water source in the permit。
According to the scheme, the planned water user should submit an application for the water plan target for the following year to the water administration by 1 december of each year; the additional planned water user should submit an application for the water plan target for the current year within 30 days of the date of water use. Water administrations should publish on their premises and government websites, such as directories and model copies of applications for water plans or submissions required for filing, and gradually introduce online access。
The approach advocates that planned water users should use water conservation measures such as recycling water, multi-use water, reduce water consumption and increase the reuse of water. The total amount of water planned for the year can be reduced if it is found that the intended water user has access to water technologies, processes, products or equipment that have been explicitly phased out by the state, or that the reuse of water, cooling water and condensation cycles have not met national standards, and that non-conventional water sources, such as rainwater, renewable water, are not used. The excess of planned water consumption by water users, in addition to the payment of water/water charges at the prescribed prices, is subject to the incremental increase/water charges for planned water use in accordance with the following criteria。

1. If the amount of water used in excess of 20 per cent (inclusive) of the monthly plan is paid at 0. 2 times the basic water price/water cost。
2. If more than 20 per cent and less than 50 per cent of the planned monthly water use is covered by 0. 5 times the basic water price/water cost。
Over 50 per cent of the planned monthly water consumption is paid at one times the basic water price/water cost。
