Standardized management of the press and publishing industry

Chapter i general provisions
Article i: to strengthen the management of standardization in the press and publishing industry and to promote technological innovation and development in the press and publishing industry, this approach has been developed in accordance with relevant laws and regulations, such as the law of the people's republic of china on standardization, taking into account the actual situation in the press and publishing industry。
Article ii. This approach applies to the standardization of the press and publishing industry in the people's republic of china。
Article iii. The standardization of the press and publishing industry fully implements the national standardization strategy, with the aim of promoting technological advances in journalism, promoting healthy and orderly development of the press and publishing industry, following a standardized approach of harmonization, broad participation, encouragement of innovation, international integration and support for development, and upholding the principles of due process, scientific impartiality, transparency and coordination。
Article iv. The main tasks of standardization in the press and publishing industry are to develop, revise, disseminate and implement standards throughout the industry, to promote the technological advancement of the press and to improve the quality and quality of its products。
Article v. Standardization is an important foundation for the scientific development of the press and publishing industry, and the authorities responsible for publishing and publishing at all levels are expected to strengthen their leadership and management of the standardization of the press and to incorporate it into development planning, planning and financial budgets at all levels。
Article vi. The units of the press and publishing industry must not produce without standards. They should apply mandatory standards in accordance with the law and actively apply recommendatory standards; they should encourage research into international standards and advanced standards from abroad, taking into account the country's situation and the needs of industrial development。
Chapter ii organizational structure and division of responsibilities
Article vii. The general directorate of press and publications, which manages the standardization of the press industry, performs the following functions:
(i) implementation of national standardization guidelines, policies and laws, development and promulgation of regulations on standardization in the press and publishing industry, and macro-management of standardization in the press industry
(ii) approval of the standardized work plan and work plan for the publishing industry
(iii) responsible for the declaration of national standards in the field of journalism
(iv) responsible for issuing the approval of industry standards in the area of press and publishing and for reporting them to national standardization authorities
(v) management of the national technical committee for professional standardization in the field of journalism, commissioned by the national standardization authority

(vi) approval of the establishment of a technical committee for professional standardization in the field of journalism
(vii) approval of the establishment of a standard registration authority for press and publishing
(viii) consider and decide on other important matters in the standardization of the press industry。
Article 8. The standardization authority of the general directorate of press and broadcasting is specifically responsible for managing the standardization of the press industry and for carrying out the following duties:
(i) implementation of standardization in the press and publishing industry, organization of the drafting of regulations for standardization in the press and publishing industry, drafting and implementation of plans and work plans for standardization in the press and publishing industry and establishment and improvement of the system of standardization in the press and publishing industry
(ii) daily management and supervision of the standardization of the press and publishing industry and coordination with standardization in other industries
(iii) organizing the drafting of national standards in the field of press and publishing
(iv) audit and approval of industry standard development
(v) responsible for organizing the development, revision and review of relevant standards in the field of journalism
(vi) responsible for pre-issuance audits of industry standards
(vii) undertaking dynamic maintenance and standards conformity testing and assessment of industry standards
(viii) responsible for the dissemination, training and implementation of standards in the area of press and publishing and for monitoring and monitoring their implementation
(ix) establishment and management of the technical committee for the professional standardization of press and publications and guidance on its work on standardization
(x) establishment and management of a standard register of public information publications
(xi) organizing and coordinating participation in relevant activities of the international organization for standardization
(xii) other major matters related to standardization in the press and publishing industry。

Article 9 the relevant operational units of the general directorate for the press and publications perform the following functions:
(i) implementation of guidelines, policies and laws on standardization
(ii) be responsible for making recommendations for the development and revision of standards within the scope of the department's operations
(iii) responsible for standards implementation and monitoring and inspection within the scope of their operations
(iv) to assist the standardization authorities of the general directorate of press and broadcasting in their efforts to disseminate information and train。
Article 10. The people's governments of the provinces, autonomous regions and municipalities directly under the central government perform the following functions:
(i) implementation of guidelines, policies and laws on standardization
(ii) make recommendations for developing and revising standards
(iii) responsible for the implementation and monitoring of standards within the administrative area
(iv) to guide the standardization of news publishing units and related trade associations, academic communities in the region
(v) assistance in the development of standardized public information and training in the administrative area。
Article 11: the technical committee for standardization of the press and publications, consisting of the national technical committee for professional standardization in the field of press and publications and the technical committee for professional standardization in the field of industry, is an organizational body under the auspices of the general directorate for the press and publications and is responsible for national standardization in its field of specialization, with the following functions:
(i) implementation of guidelines, policies and laws on standardization
(ii) study the drafting of professional standardized work plans and the establishment of a sound system of standards
(iii) analysis of standardized work needs in this area of expertise, extensive collection of standard-setting recommendations and proposals for standard-setting and revision plans in this area of expertise
(iv) to develop, revise and organize the development and revision of standards in the field of expertise in accordance with standards approved by standardized authorities at all levels

(v) responsible for reviewing the professional content and quality of the texts of the standards drafted by the organization
(vi) organizing a review of standards in this field of expertise
(vii) organizing standard awareness-raising, training and external communication, assisting in the inspection of standards implementation and providing related technical services
(viii) performing other tasks commissioned by the standardization authorities of the general directorate for press and broadcasting。
Chapter iii standard setting, revision and publication
Article xii. The development, revision and dissemination of industry standards in the field of journalism shall be based on the principles of transparency, sound science, technological sophistication, coordination, practicality and relevance to economic and social development。
The development, revision and publication of national standards in the area of press and publishing should be guided by the national standard management scheme。
Article 13: any unit or individual may make standard recommendations to the technical committee for the standardization of the professional press of technical reception, and to the technical committee for the standardization of the professional press of technical resignation of technical resignation of technical regulation of public information, directly to the standardization authority of the general directorate for the dissemination of press and publications, which shall designate the technical committee for the standardization of the professional press of the general directorate for the dissemination of press and publications。

Article 14 - development and revision of industry standards in the field of press and publishing following the validation of the recommendations of the technical committee for the professional standardization of press and publications, the following annual application for standard set-up should be submitted to the standardization authority of the general directorate for press and publications by 31 may of each year, which should provide the following information:
(i) standard project proposals
(ii) a draft standard or framework
(iii) expert arguments on project formulation
(iv) other necessary material。

Article 15: the directorate-general for the press and broadcasting of the department of standardization completes, by 31 july of each year, the review of applications for the creation of an annual project, determines the project name, the technical committee for the professional standardization of the press under the supervision of the project, the programme's sponsors, etc., and forms the plan for the development and revision of the industry standards in the field of the press and publication for the following year, which is published and circulated by the directorate-general for the press and publications of the department of public information。
Article 16 the standardization authorities of the general directorate of press and broadcasting provide appropriate financial subsidies for the development of standards, the revision of plans and the revision of projects in the field of press and publishing. The use of the subsidy funds is subject to the exclusive use of funds set out in the regulations governing the expenses of the general directorate of press and publications. (b) encourage the participation of enterprises in a position to do so in the development and revision of standards。
Article 17. In the course of the development of industry standards and the revision of plans in the field of press and publishing, planned projects may be updated, adjusted or withdrawn as necessary。
Article 18 the project owner shall complete the drafting of the criteria within the time frame established in the plan. The standard should be drafted on the basis of extensive research, in-depth study, full coordination and test validation, and a standard draft prepared in accordance with the standard-setting rules should be presented for comment and widely consulted。
The secretariat of the technical committee for the standardization of public information and publications, which is the subject of the project, submits the materials for the project for review, which is reviewed by the secretariat to determine whether they can be submitted for review and, if the requirements for review have not been met, returned to the project owner for revision。
The materials sent for trial include:
(i) standard for review
(ii) preparation of notes and related annexes
(iii) request for comments consolidated treatment forms and standard drafts。
Article xx. The review of the standards is organized by the technical committee for the professional standardization of public information, which is under the umbrella of the project, and an expert review meeting is convened by the secretariat of the commission to provide a preliminary review of the draft of the standards; after the adoption of the preliminary review, the review of the standards is completed by all members either as a meeting review or as a correspondence。
Article 21. The technical committee for the professional standardization of press and publications, the standard approval of which is managed by the project, shall submit the following information to the standardization authority of the general directorate for press and publications:
(i) standard declarations
(ii) standard drafts
(iii) preparation of notes and related annexes
(iv) request for comments on consolidated processing forms and standard drafts for review
(v) a summary of the proceedings of the review conference or a concluding table of communications。

Article 22: after approval by the directorate-general for the press and publications (dgps) and after approval by the directorate-general for the standardization of the press and publications (dgps) of the approved edition of the standard for the industry in the press and publication of the press (dgps), the uniform number shall be published by the directorate-general for the press and publications (dgps) and filed with the national standardization authorities。
Article 23 industry standards in the area of press and publishing are authorized by the general directorate of press and publications and published by the publisher, with the related costs being covered from project funds。
Article 24 industry standards in the field of press and publishing are explained by the general directorate of press and publications。
Article 25 the code for mandatory industry standards in the press and publishing area is cy; the code for recommended industry standards is cy/t; and the code for standardized guidance technical documents for industry is cy/z。
Following the implementation of standards in the field of press and publishing, the technical committee for standardization of press and publications should organize a review in due course in the light of developments in the press and publishing industry, taking into account the needs of the scientific and technological development and management of the press and publishing industry, and form a review report, which should be approved for publication by the general directorate of press and publications. The review period shall normally not exceed five years。
With regard to standards that can be effectively implemented only through dynamic maintenance, the directorate-general for the press and broadcasting, when approving their publication, designates its dynamic maintenance body, which organizes technical experts responsible for the dynamic maintenance of the standards。
Article 28 when, after the approval of the standards for the press and publishing industry, any unit or individual discovers that there is a problem with individual technical content, subject to minor modifications or decreases, it may propose changes to the committee for the professional standardization of press and publications, and submit them to the technical committee for approval and approval, for review and decision by the standardization authority of the general directorate for press and publications。
Chapter iv implementation and monitoring of standards
Article 29 the standardization authority of the general directorate for the press and broadcasting, after the publication of the standards, shall organize the dissemination and implementation of the standards and supervise their implementation。
Article 30: the general directorate of press and broadcasting and the quality inspection bodies set up by the administrative authorities of the people's governments of the provinces, autonomous regions and municipalities directly under the central government shall work closely with the implementation of the standards, which shall be used to test the products and services provided by enterprises in the field of news and publishing。
Article 31 the technical committee for the standardization of the press and publications shall assist relevant agencies at all levels of government and quality inspection bodies in the promotion and monitoring of standards。
Article 32 any entity or individual carrying out production, operation, etc. Activities in the field of press and publishing shall, in accordance with the law, enforce mandatory standards and actively adopt recommendatory standards and guidance technical documents for industry standardization. The production and service activities carried out by any unit shall implement the corresponding enterprise or project standards, engineering standards and standards。
Production, sale and import of products that do not meet mandatory standards are prohibited。
Article 33: no products in the field of journalism that do not meet the requirements of the relevant mandatory standards shall enter the field of circulation; no award shall be assessed for products that do not pass the standard tests and conformity tests。
Article 34. Standards are scientific and technological achievements, and national or industry standards in the area of highly skilled and highly effective news publishing should be included in the range of relevant scientific and technical incentives in the field of news publishing。
