Landlords can report complaints to the price authorities for excessive utility charges. Under article 44 of the electricity act, it is prohibited for any unit or individual to charge other charges for electricity; however, as otherwise provided by law and administrative regulations, they are enforced in accordance with the provisions. The people's governments of the provinces, autonomous regions and municipalities directly under the central government shall draw up a procedure for charging the cost of electricity to the local government. Electricity companies are prohibited from charging other charges when they charge electricity. Article 66 of the electricity act provides that, in violation of articles 33, 43 and 44 of the act, failure to charge the user the price of electricity in accordance with the state's approved electricity prices and records of electrometric devices, to set the price of electricity in excess of its authority, or to add other charges to the cost of electricity, shall be subject to a warning from the administrative authority of the price, ordering the return of the fee charged in violation of the law, and may be accompanied by a fine not exceeding five times the fee imposed in violation of the law; in serious cases, administrative sanctions shall be imposed on the competent persons and those directly responsible。
