The system of prices of water ladders for the population includes the use of grinding mountain water, the provision of water through urban networks, the introduction of “one table per household” (including “one table per household”) users, of which “one table” users charge water as measured by water table, and “one table per household” users measure the amount of water used and the cost of water collected by sub-sheets。

The base figure for the first step of water supply is increased by an annual increase of 30 cubic metres per additional person per year, on the basis of five people, for residential users who actually have increased water use due to a larger household population。
Water ladder prices for urban residents are measured annually (12 months) as a contribution cycle. The amount of water used by the household during a contributory period is measured and charged at the corresponding level and price. The amount of water used does not accrue and is not carried over between the measurement periods. In the case of a resident user who changes or cancels the name of the user, the amount of water used before the date of the change or write-off that is less than a measurement of the contribution period is based on a scale of the corresponding steps of the contribution period and the price of the steps based on the actual volume of water taken。

In addition, the price of water used by non-residents who do not use a “one table” or a table, who do not install a table of water, and who do not use water for their living price, rises by $0. 20 per cubic metre at a price of $2. 40 per cubic metre at the first step, and executes $2. 60 per cubic metre. For users of “one table per household” (including “one table per household”) using other water sources, the price of the first ladder is 1. 80 yuan per cubic metre of the current water price standard, the volume of the ladder, the price differential ratio of the ladder, the measurement of the contribution cycle, etc. The standard of $1. 30 per cubic metre is still applied to the price of water used for living without a system of stairwell prices for users of the halbin city city minimum security certificate issued by the civil administration. In the absence of a system of stairwell prices for users of the halbin city low-income families relief certificate and harbin city low-income household relief certificate issued by the civil administration, the standard of $2. 40 per cubic metre is still applied to the price of water for living。
