Notification on issues related to the further refinement of the peak valley time price mechanism

Following up on the decision of the party central, the state council to deepen the reform of electricity prices and improve the mechanisms for the formation of electricity prices, to optimize the use of the peak valley time electricity signal, to provide services for the construction of new power systems with new energy sources, to promote green low-carbon energy development and to increase the efficiency of the use of electricity resources, in accordance with the circular of the national development reform commission on the further improvement of the time-price mechanism (2021) 1093), circular on further deepening market-based price reforms for coal-fired electricity generation (2021) (no. 1439) it is requested that the following information be provided on issues related to the further improvement of my provincial peak valley time-price mechanism:
I. Expanding the implementation of peak valley hourly electricity prices
The maximum hourly price is implemented by industrial users of 100 kva and above, hotel users of 315 kva and above, mall users of 315 kva and above (autonomous choice), commercial users of 315 kva and above who have not implemented the maximum price, users of aquaculture, aquatic primary processing, storage of aquatic cold chains, and users of the 5g base station who have chosen to implement the maximum hourly price policy. Users who comply with the policy of autonomous choice to implement the peak valley time power prices are required to apply 15 days in advance to the local grid enterprise, which will be implemented as of the following month after the completion of its operations, with a 12-month implementation cycle。
Business users are encouraged to reduce the power load at peak times, increase the amount of electricity used at low valleys, and reduce the cost of electricity use by changing the time frame of electricity use, including through the deployment of energy reserves and integrated energy use。
Ii. Price differentials in la peaks valley, with peak electricity prices
The peak-time price was adjusted from 65 per cent to 70 per cent above the flat-time price and from 50 per cent to 60 per cent below the flat-time price. The market-based electricity user flat-time price consists of the market-trading price (or the grid company's surrogate purchase price), the price of transmission and distribution, government funds and attachments. Government funds and attachments are not involved in floating。
The peak price mechanism, implemented in may, june and july of each year, was set at 20:00-22:00 a day, with peak prices rising by 20 per cent over peak rates. The peak price of electricity is implemented within the same range as the peak valley time time price policy, including charging users of electric vehicles。
Iii. Elimination of the peak planned electricity supply policy
To give practical effect to the provisions of the state council on fair competition, the super-provisional prices policy on the planned allocation of electricity for the peak production of some users was abolished. The production of electricity by users of the previously planned peak power policy will be based on a unified peak valley time-price policy。
Iv. Improved electricity price policy for electric car peak valleys
The first is that the power of the electric vehicle recharging facility should be used to implement the peak valley time price policy at its location, which is consistent with our policy for peak valley time. Of these, direct power users: a peak valley hourly electricity policy is applied at their location for electric vehicle charging facilities that are reported directly to the grid enterprise. Switching power users: 1. Implementation of the peak valley hourly charge policy for the main transferring power; installation of hourly metering for end-users of the power-recharging vehicle at the power-recharging facility at the rate of the simultaneous transfer rate at the rate of the corresponding voltage-level peak time; 2. Non-time metering for end-users of the power-recharging vehicle at the rate of the power-recharging facility, in accordance with the policy on the cost and cost of recharging the power chain, and non-implementation of the peak valley hourly charge policy. V. No adjustment of peak valley time
The peak period is eight hours: 10-12; 16:00. The length of the period is eight hours, from 07:00 to 10:00; 12:00 to 18:00; and 22:00 to 15:00. The valley period is eight hours, and the specific period is 23:00 to 07:00。
Vi. Establishment of a peak valley hourly price dynamic adjustment mechanism
Changes in the electrical load or net load characteristics of our electrical system are adjusted in due course to the time-scale, floating ratio and range of performance. Based on our renewable energy development and electricity supply and demand, deep valley electricity pricing mechanisms are being studied in due course。
Improving the way market-based electricity is implemented
Until the spot market for electricity is operational, the rules for medium- and long-term market transactions need to be refined to guide market owners to declare their electricity curves when entering into medium- and long-term trade contracts, reflecting the price over time. In principle, the price differentials are not lower than the peak price differentials set out in this circular. If the market transaction contract does not declare the price of the curve or does not produce a peak time, the price of the electricity purchased at the time of the settlement shall be in proportion to the peak time period and the floating rate specified in this notification。
Viii. Strengthening the equipment cost-tille regulation
(i) the adjusted peak valley hourly electricity price policy was implemented from 1 february 2022. The former hainan development and reform commission circular on improving the pumper valley electricity price policy (jong-build prices) [2009] 1497, hainan province price authority circular on the adjustment of scheduled electricity during the sea-south refining peak period (jong pet) [2013] document no. 778 was also revoked, and if the previously issued policy regarding the price of electricity at peak times is inconsistent with this notification, the provisions of this notification shall prevail。
(ii) the power grid enterprise is required to consolidate and reflect separately the revenue generated by the hourly price, with the resulting gains and losses to be considered in the next regulatory cycle when provincial grid transmission and distribution prices are approved. The sector concerned is to increase the number of residential sub-divisions in order to increase the number of new energy car users benefiting from time-to-time electricity prices. Hainan electric has to be well-organized and well-organized, using a variety of forms of advocacy and impact tracking, and questions about implementation are to be fed back to the pdc in a timely manner。
