In accordance with the shanghai city budget management system, the funds required for transport operations (including mail and telecommunications, as follows) are financed through a multi-channel approach, in accordance with the existing provisions on infrastructure, measures, liquidity and utility costs。
Ii. Transport readiness funds are divided into investment in combat engineering facilities, war reserve funds, war readiness services and maintenance management costs。
Iii. Scope of use of transportation reserves:
The shanghai city transport reserve funds allow for comprehensive combat readiness training and exercises in the transport, utilities, municipal engineering, municipal mail and telecommunications sectors of shanghai city and suburban districts, as well as in communications projects and municipal lead organizations。
(i) investment in transport readiness engineering facilities. Mainly for construction of war-prepared roads, war-ready shipping lanes, urban and suburban war-ready mail and telecommunications communications, battle-ready bridge depots, capital works, etc.; construction of all levels of transport, communications during combat command posts, vehicles, ships during combat inspection bases, vehicle hide-out points, ship evacuation points, hubs, bridges, ferry pre-positioning works, battle-ready docks, pre-loading points, etc.; acquisition of war-prepared power vehicles, communication vehicles, communications vessels, refuelling vehicles, ferries, combat-ready mobile survey engineering vehicles, ships, combat-ready radios and other war-ready facilities; and related projects for the retrofitting of existing vehicles, ships and transport, communications tools in accordance with the operational requirements。
Any person who meets the requirements of the peace union shall be included in the construction plans of the directorates and counties。
(ii) reserve funds for transportation reserves are used mainly for the storage of goods, specialized equipment and repair machinery, machinery, etc., which were urgently needed and were temporarily difficult to raise during the war on roads, waterways and post and telecommunications in urban and suburban areas。
The general-purpose materials required for transport operations are stored by the municipal and county material directorates in conjunction with the normal production construction, and are not included in the funds of the transport war materiel reserve。
(iii) the cost of transport operations, mainly for military surveying, military research, preparation of war traffic, communications, security plans, programmes, measures, organization of combat drills and training of personnel, acquisition of necessary training equipment, convening of combat conferences, acquisition and production of relevant books, materials, etc。
(iv) maintenance and management costs, mainly for the day-to-day maintenance, conservation and management of pre-construction transport engineering facilities and reserve stocks。
Iv. Sources of transportation reserves。
(i) investment in transport readiness engineering facilities. They are capital projects, financed by the state, local finance in shanghai or by the enterprise itself, in accordance with the regulations in force and the financial resources available. Capital investments are subject to capital procedures and are included in the shanghai city capital investment plan。
The preparatory work for the construction of mail and telecommunications in the city is financed jointly by the ministry of post and telecommunications and the shanghai city, as provided for in document no. 82 of the city post and telecommunications authority (79), with equipment invested by the ministry of post and telecommunications and construction of civil works, pipelines and lines invested by the shanghai city。
(ii) transport reserve funds. The storage and management of materials, specialized equipment and equipment, equipment, equipment, etc., which are urgently needed during the war and which are temporarily difficult to collect, are the responsibility of the counties, as well as the transport, utility, municipal works, post and telecommunications offices, respectively. The funds required for transport and public use are financed exclusively by the transport and public services department, which proposes a plan to be approved by the municipal finance board. The ministry of post and telecommunications has been requested to settle the costs of municipal works in terms of utility and maintenance。
Funds held in reserve for war materiel are exempt from the charge of occupancy。
(iii) transportation reserves, which are financed by the municipal finance board from the contribution of municipal workers to commercial services. The cost of transport reserves in the counties and departments is subsidized by the municipal transport leadership group within the approved budget targets for transport reserves。
(iv) maintenance management costs. The cost of maintenance of roads, waterways and city-wide post, telecommunications and suburban communications facilities, and the cost of engineering facilities combined with peace operations, by nature of maintenance, are charged to the county, bureau, major repair fund, network fund or renovation fund, respectively。
Maintenance and maintenance costs for the battle-ready steel bridge facility are charged against road maintenance costs. All costs associated with the use of the battle-ready steel bridge in conjunction with the construction task (which should be reported and approved as required) are covered by the user unit in the construction budget。
V. Provisions for exemption from the cost of combat facilities and combat vehicles and vessels. Fixed asset occupancy charges are exempt from the construction of transport, communications engineering facilities and combat vehicles, ships, etc., which are not normally used. War-ready communications vehicles with fixed installations are temporarily exempted from the payment of maintenance fees, provided that they are declared on an annual basis and the subsequent payment of maintenance fees is cleared by the competent authorities. The reserve vehicles, which are not exempt, shall be paid for their maintenance. In the event of a change of use or transfer of a vehicle temporarily exempted from recruitment, it shall continue to be subject to payment of maintenance fees。
Vi. Application for and approval of traffic reserve funds。
(i) applications for and approval of investments in war-ready engineering facilities are processed in accordance with existing capital procedures and approval procedures. In reporting the annual application plan, the county and bureaus shall copy it to the office of the city's traffic leadership team for filing。
(ii) the reserve funds for war materiel shall be submitted by each county and department to the municipal transport leadership group by the end of november of each year with a plan for the annual application, which shall be drawn up by the finance department and approved by the group in a balanced manner。
(iii) war readiness costs are managed by the office of the municipal transport leadership group. Each county and bureau shall submit an annual budget plan by the end of november of each year, which shall be submitted to the municipal finance board for approval, after an integrated balance between the offices of the municipal transport strategy group. The county and bureaus shall submit the accounts of the previous year to the shanghai city transport strategy directorate by mid-january of each year and, after review and consolidation, to the municipal finance board for approval。
7. The funds for the transportation reserve and for the combat services are earmarked and the year-end balance may be carried forward。
Transport reserve funds are earmarked for operational activities and should be used strictly to the extent set out in the document. Economic and financial discipline should be observed in the use. The transport sector at the municipal, county and bureau levels should strengthen supervision, inspection and reasonable use of funds for transport operations。
