Rent collection is determined by slotting and gradient, depending on the income of the recipient's family. Public rental monthly rents are collected for a one-year period. On the basis of the income certificate provided by the subject, the project surrogate collects rent in accordance with the corresponding public rental rate and issues a single collection certificate。
4. The project builder should strengthen the collection of public rental rents and ensure that they are paid in full. The recipients of the guarantee for the introduction of a real-life rental are asked to check the background and set up an account, which will be reported to the city security housing management centre by the end of december each year (annex 1). Within one month of the renewal of the guaranteed rent for the subject, the project builder should, through a variety of forms, such as cell phone text messages, web-based community platforms, property notifications and written communications, alert the tenant to pay the rent in a timely manner so as to avoid creating a “window breaker effect” that would prevent delays。
5. Each project builder shall establish a monthly statement system for the rental of public rental housing. The collection of public rental rents for the previous month will be reported to the city security management centre with a stamp by 5 per month. (annex 2)
Vi. Serious housing security mechanisms. For persons who have failed to pay public rental rents for a period of six months or more without just cause, the housing security authority initiates the exit procedure, disqualifies them and takes back the dwelling, in accordance with the provisions of the scheme for the management of secure housing in the province of shaanxi (preliminary) and the programme for the implementation of housing allocation。
Vii. Explore smart management and strengthen rent collection measures. The project surrogate should actively explore new means of rent collection, such as linking the system of payment of smart electricity (water) and property charges to the period of rental of public rental housing, regular payment of rent by the tenant, regular purchase of electricity (water) if the tenant is still in arrears for several payments, locking in the system for the purchase of electricity (water) and repayment of rent。
Viii. Project builders need to strengthen policy advocacy and increase the awareness of tenants of policies for the management of guaranteed rental housing.
