Relevant units:
With a view to accelerating the development of high-level intellectual property competence in shanghai, as called for in the building programme for the strong intellectual property power (2021-2035), the “145” plan for intellectual property talents and the opinion on accelerated implementation of high-level intellectual property talents in shanghai (2023-2025), the municipal intellectual property authority decided to organize a project for the centralization and evaluation of intellectual property rights of small and medium-sized enterprises in 2024. The following information is provided:
I. Objective of the work
(i) overall objective
The project is geared towards optimizing the intellectual property development environment for smes and supports enterprises and social groups that have the necessary foundations and capacities to develop a sound intellectual property skills development system, the selection of teachers, the strengthening of basic security, the development of a highly qualified and specialized intellectual property workforce for smes and the better support of high-level human resources in shanghai。
(ii) performance targets
The project focuses on the development of intellectual property skills in small and medium-sized enterprises (smes), adheres to target orientation, performance management (see annex 1 for indicators and requirements) and supports project units in professional training in intellectual property. The relevant units should provide training in classification to senior managers of smes, intellectual property managers, intellectual property practitioners, etc., for a total of not less than 100 persons, with a view to effectively improving the qualifications of relevant intellectual property personnel and promoting the upgrading of the intellectual property management of smes。
Ii. Conditions for declaration
1. The subject of the declaration is an enterprise or a social group conducting an intellectual property training project for smes。
2. A solid basis for work. Declaring units should have the basic conditions for the development of an sme intellectual property training project, a certain pool of teachers and a well-developed training curriculum, and customized business training tailored to the needs of smes。
3. The results of training are clear. Declaring units should have experience in training intellectual property personnel independently or collaboratively, with priority given to the development of intellectual property skills in smes。
4. Units that have undertaken a centralized intellectual property hosting project will not be declared for three years。
Iii. Declaration procedure
1. Self-declaration. The declaration unit fills in the shanghai city intellectual property rights central host project (see annex 2) and submits the declaration (in one copy each in paper and electronic form) to the municipal intellectual property authority by 20 september, including the declaration and supporting documentation. Declaring material is strictly forbidden to be false, if found, it is disqualified or the project is disqualified, and bad records are recorded on the shanghai city public credit information service platform。
2. Project appraisal. Once the material has been processed, the bureau will organize an expert review and, with the approval of the director of the bureau, will, on a no-objection basis, identify the unit responsible for the project, enter into a project implementation agreement, specify the tasks to be performed, implement the programme, performance objectives and financial arrangements, and provide financial support for the project。
Number of projects
In 2024, smes were assessed as hosting no more than five projects。
Financial security
Our bureau grants funds of up to $100,000 each to eligible project receivers. The financial resources shall be implemented in accordance with the relevant criteria of the shanghai municipal authority training fees scheme issued by the municipal finance authority, and shall not be used for recurrent expenditures such as salaries of personnel, travel expenses, hardware purchases, etc。
Vi. Project management requirements
(i) enhanced day-to-day management
The absorption unit will strengthen project trail management, implement the billing system, maintain project-related work records, focus on the exhumation of good examples, and generate typical practices and lessons learned。
(ii) project acceptance
The duration of the project is one year from the date of the communication of the project identification document. At the end of the project, our bureau will organize the acceptance of the project, which will be disqualified, will be granted a three-month overhaul period, which will continue to be disqualified, will recover the project funds already disbursed and will be disqualified from declaring the shanghai intellectual property authority project within three years。
