The rule of law
(i) strengthened political leadership and sustained rule of law infrastructure
Strengthen the theoretical force and further study the idea of the rule of law in xi jinping. As an important political task, the town of tong will learn to follow up on xi jinping's rule of law philosophy, combine learning to follow up on the party's 20 spirit with the important speech series delivered by xi jinping's general secretary during the 20-year period of the party's deliberations, in particular during the guangxi delegation, develop and implement the annual legal literacy work plan, learn a number of topics about the rule of law at the (expanded) meetings of the town council and at the learning group of the party's centre for theory learning, learn a number of lessons about the rule of law, learn to translate learning results into a guide for action to advance the rule of law government, gain a deep sense of the decisive importance of “two-building”, strengthen “four consciousness”, firmly “four self-confidence” and achieve “two defence”。

The legal rights and interests of the persons concerned are fully protected by strict adherence to administrative sanctions procedures and by the conduct of investigations and evidence in accordance with legal procedures and the fulfilment of the obligation to inform them。
(iii) people-centred and sustained listening to people's voices for their implementation
To create a “sun-sun government” that will fully promote public policy. Insisting on the exception of openness and secrecy, the promotion of decision-making, implementation, management, services and disclosure of results has been vigorously pursued through information platforms such as the official website of the town of penang. In accordance with the regulations on public information of the government of the people's republic of china, government information, such as agency profiles, planning plans, work dynamics, etc., is made public in a timely manner, so that all statutory public information is publicly available. In 2023, the people's government of the five tong towns issued 18 administrative penalties, which were published on the official government website as required and were synchronized with the integrated administrative law enforcement monitoring platform of the autonomous communities。
Promotion of “service to people” so that legal services reach the population in five ponds. Building bridges between legal advisers and villages (community), understanding the needs of legal services in the villages (community) and informing legal advisers in a timely manner, actively providing legal services such as legal advice, contract review, etc. To grass-roots masses and organizations, and using the expertise of legal advisers in providing legal advice, legal advice, legal aid, etc., so that the services of legal advisers can be truly realized. At the same time, it has continued to perform the function of acting as an administrative review office, upgrading its services and providing efficient legal services to the population. Efforts have been made to promote the quifatung legal service terminals, to guide people to self-help operations, to reduce the cost of seeking legal services for people in need, to further enhance their sense of access and satisfaction, and to promote justice as a “last mile”。
(iv) active mapping of risks and ongoing promotion of dispute prevention and resolution
In order to carry out further investigations of disputes, the town regularly arranges visits by operational teams, village cadres and cybernets in order to ascertain the risks of disputes, which are currently the main focus of disputes over water resources, contracts and compensation for personal injury. In addition, the participation of the “three officers” (police officers, judges, prosecutors, judicial assistants) and elders in the mediation process, with the advantage of mass work, legal reasoning and reason, has served as a source of inspiration for the mediation of disputes, laying the foundation for the construction of the rule of law village。
In 2023, the town government directed 25 cases of village dispute mediation, conducted 14 cases of residential base and land contract management dispute mediation, and 5 village (community) legal advisers participated in the people's mediation process, providing 12 legal opinions. A total of 168 village (community) “lawful people” in the town of pong were successfully completed during the year, and grass-roots mediation teams continued to grow。

In order to deepen the population's awareness of the problem of drugs, which is the key to the development of the rule of law, the government of the town of the five towns has used a variety of forms to carry out multidisciplinary anti-drug campaigns targeting young people and the general public in different directions. In 2023, 26 awareness-raising activities were carried out by the combined traffic squadron of the five tong towns government, the five tong police stations and the five tong people's court, including through anti-drug campaigns “into school”, anti-drug and art festivals, and on-site distribution of leaflets。
Safe production and the dissemination of “breaches” continue. In order to ensure the sustainability of the construction of the “safe five ponds”, the stations have continued to carry out awareness campaigns on safe production, the management of hazards in self-building, the dissemination of information on “two violations”, the organization of “security awareness days” for the 10 representatives of the relevant municipal and district enterprises, in conjunction with urban areas, and the promotion of safety policy, laws and regulations, the promotion of the “three years” operation, the special screening and management of major accidents, and the enhancement of general knowledge of safety and safety in the areas of responsibility for safe jobs, the reporting of safe production and the construction of a safe production integrity system。
(vi) thoroughly investigate risks and sustain safe production enforcement
Work safety inspections are carried out on an ongoing basis. The first is adherence to the idea of the rule of law in xi jinping. In keeping with xi jinping's new era, china's socialist ideology is one of unity, unity of will and unity of action. Secondly, the rule of law should be strengthened and its work upgraded. Third, strengthening theoretical learning to ensure that the rule of law is accountable. Learning to strengthen the rule of law, training in the use of the law in the normal course of study, conferences, and learning examples of how leaders are following the rule of law in their work, using the rule of law as a means of solving problems, are constantly improving the academic and methodological skills of the cadres in the town。
