On the establishment of aAdministrative clearanceReception centrePublicity
In order to step up the public policy process and deepen the reform of the executive approval system, we have decided to establish the officeDepartment of public information and publications(c) the administrative processing centre (hereinafter referred to as “the reception centre”). The relevant matters are hereby announced as follows:
1. The administrative approvals implemented by our office in accordance with the law have been incorporated in a series of reception centres for the purpose of “uniform reception and delivery”. In the case of approvals that have been included in the work of the reception centres, the receiving centres are jointly responsible for receiving materials, conducting preliminary examinations, issuing notifications of acceptance, processing progress queries and delivering approval documents。
A list of permits that are accepted by the reception centres is provided in annex 1。
2. Applicants for administrative authorization may consult the website of the directorate of press and publications (www. Gapp. Gov. Cn) on matters, grounds, conditions, procedures, duration of processing and application materials, download the format of the application and consult the results of administrative authorization processing。
3. Following the establishment of the centre, the secretariat of the office of the general press and publications ceases to be responsible for receiving correspondence concerning applications for administrative permits, and departments may not receive such applications directly. As of 1 january 2007, applications from applicants and their supervisors, hosts or local provincial press and publications offices are submitted either by door or by mail, through the reception centre。

Permissions not included in the work of the reception centre are subject to the original approval procedure。
In accordance with the relevant provisions of the law on administrative permits of the people's republic of china, the “special administrative permits chapter of the general press and publications administration” was activated. This chapter is intended to cover the administrative authorization circulars of the office of the press and publications, the administrative authorization circulars, the administrative permit supplement, the administrative permit extension notices and the approval documents for some administrative authorization projects authorized by the office。
