The press and publications offices of the provinces, autonomous regions and municipalities directly under the central government, the relevant ministries and departments of central and state bodies, the competent departments of the information units of the concerned people's groups and the main central information units concerned:
To ensure strict implementation of the law on the establishment of public information units at the local levelManagement approachThe provisions of the act further promote the regulatory and health development of public information units in local institutions. The following information is provided in connection with the conduct of the comprehensive evaluation of the local public information offices in 2022 and 2023。
Timing
12 october-15 december 2023。
Scope of the assessment

The provincial press and publications authorities, established on 30 september 2023 and previously by law, are responsible for participating in the comprehensive evaluation of the various information and communication services established at the local level, including newspapers, publishers of news periodicals, news agencies, radio, television, radio and television stations, news websites and television networks。
Organizational implementation
The national press and publications agency is responsible for organizing an integrated assessment of the local offices of the national press units; the provincial press and publications authorities are responsible for organizing an integrated assessment of the local offices of the information units in their respective regions; and the public information unit is responsible for directing the local offices of the units to carry out a thorough self-assessment and self-evaluation. It is divided into four phases。
Phase i (12-20 october 2023). In accordance with the arrangements set out in this circular, the provincial press and publishing authorities, in accordance with the act on the management of public information units at the local level (preliminary) establishes a programme of work for the integrated assessment of the local level of public information units in the administrative area。

Phase ii (21 october-17 november 2023). Under the guidance of the public information unit, the local authorities carry out a comprehensive self-assessment, completing the integrated assessment of the local press unit's offices for the years 2022 and 2023 (reduced on the chinese journalists' network's first page, “a common download”) and assessing the ratings on a case-by-case basis against the key elements of the assessment (segregated into four levels of excellence, good quality, qualification and non-adequacy); the public information unit carefully reviews the annual performance of the local agency's local offices, and evaluates the ratings of each local agency separately, completing the integrated assessment of the local press unit's local offices for the years 2022 and 2023 and putting the official seal on it; and the local agencies submit relevant materials to the provincial press and publishing authorities in a timely manner。
Phase iii (18 november-4 december 2023). The provincial press and publications authorities are required by law to register, scrutinize and evaluate the materials submitted by the public information agencies at the local level, and to evaluate the day-to-day monitoring and conduct an overall rating of the local offices。
Phase iv (5-15 december 2023). The provincial press and publishing authorities complete the 2022 and 2023 comprehensive evaluation matrix for local press offices (downloaded on the chinese news network's first page, “a common download”), prepare summary reports, which are sent to the national press and publications agency as required. The report should include an overall plan for the local presence of information units in the region, their size, a comprehensive assessment, the identification of problems and their adaptation, and a plan of work for the next steps。
Iv. Evaluation priorities
1. Management orientation. The local press offices are guided by xi jinping's new-era chinese socialist ideology, are fully committed to the party's 20-year spirit, adhere strictly to the party's propaganda discipline and work requirements, and remain committed to the right political direction, opinion orientation and value orientation; are they focused on addressing the 20-year campaign for the party's implementation, taking into account local realities and using their roots and wide-ranging self-empowerment; carry out intensive information campaigns; serve the party and the country's work and the economic and social development of the local economy; and are firmly committed to the promotion of positive propaganda, the promotion of positive choreography, the dissemination of positive energy and the consolidation of public opinion in the mainstream of the new era。
Focused management. Whether or not the local press offices have implemented the 2023 special action programme to combat press extortion and false news, and whether they have concentrated their activities, such as advertising operations, and seriously overhauled issues arising from such activities; whether there are part-time pay-raising, establishment or participation of business entities, and the establishment by spouses of advertising cultural companies; and whether the local agencies and their personnel have used their positions and positions to facilitate press extortion, paid news, paid silence and other violations。
3. News production. Whether or not the local press offices have centralized news trail management and standardized interview arrangements; whether or not they are engaged in public information production activities consistent with the scope of their operations; whether they have established rules and regulations for the sound recording of news production, self-censorship, etc.; and whether 30 news stories are broadcast annually in the media outlets。
4. Leadership management. Whether the information services regularly inspect the local institutions, establish a system of tenure, rotation, audit, interview, accountability and personnel management, training, inspection, publicity, etc. For the heads of the local bodies, whether there are unauthorized local institutions, local institutions in the name of operating companies, etc., and whether the expenses and salaries of the local institutions are guaranteed。
The provincial press and publishing authorities may fine-tune the assessment priorities in the light of the practical management of the local offices of the public information units in the region。
V. Requests for work

Strengthening organizational leadership. The provincial press and publishing authorities must be fully aware of the importance of the integrated assessment of the local media presence, and should organize specialized courses to ensure that they are effectively implemented. The information services are strictly responsible for ensuring that they carry out a thorough review of the weaknesses in the management, development and organization of their local offices, and that they effectively integrate the management of local institutions into the overall development process. Local institutions must take responsibility for their work seriously and take a proactive approach to self-censorship, making effective and robust changes to improve the level of scientific standardization of their work through integrated assessments。
2. See line-effect remediation. The management of the local offices ' activities, such as their involvement in advertising, should be the focus of a comprehensive assessment, with strict rules and regulations to address outstanding issues, as well as high levels of guidance and continuous regulation of the management of local institutions. The provincial press and publishing authorities are expected to contribute to the consolidation of local institutions through field visits, research workshops and mentoring, with a view to achieving long-term results. The public information service must consolidate its efforts to expand and follow up on the achievements of the chinese socialist philosophy of the new era of xi jinping. It should further improve the situation and improve its institutional mechanisms. It should continue to strengthen its management of local institutions and avoid bias, laxity and softness. Local institutions are expected to strengthen their awareness of the law and discipline and to ensure strict compliance with the rules and regulations governing the party's information and communication policies。
3. A rigorous and realistic assessment. (c) maintaining a strict tone and conducting a rigorous and rigorous integrated assessment exercise in accordance with the " approach to the management of public information units in local institutions " and the related work requirements. The provincial press and publishing authorities are required to apply strict control evaluation criteria, with at least three of the sub-evaluations being excellent in order for the comprehensive evaluation to be good; if one of the sub-evaluations is not, the comprehensive assessment is not. Local offices accredited to the local authorities in the year 2020 and in the year 2021, which have ordered, suspended or failed to take part in the examination, and local agencies whose officials and staff members have committed violations of the law, shall conduct an important assessment, which shall be dealt with in a serious manner in accordance with the law if the matter has not been modified as required, and the comprehensive assessment shall not be qualified, and may be revoked if the two successive comprehensive assessments have not been qualified, as provided for by law; and local institutions which no longer have the legal conditions for administrative authorization shall be subject to correction for a limited period of time and those which have not been corrected in accordance with the law. This comprehensive assessment is an opportunity for the public information service to conduct field and random inspections of its local offices, in particular by checking the situation of the local agencies ' employees on a part-time basis, the establishment or participation of business entities, the opening of advertising and cultural companies by spouses, etc.; and to deal seriously with the problems that have been identified and to optimize the initiatives of the local agencies that have been active and inactive。
By 15 december 2023, the provincial press and publications authorities are required to submit to the national agency for press and publications, a summary of the 2022, 2023 integrated assessment of the local press offices, a paper version of the summary report and an electronic version (tel. 010-83138248, 83138953, e-mail zhudifangjigou@163.
