A number of measures to promote the deeper integration of sti and industrial innovation in the southern cone region (for consultation drafts)
With a view to fully implementing the deployment of science, technology and innovation at the national and provincial and municipal levels, strengthening the role of science and technology in supporting high-quality industrial development and promoting enterprise innovation, the following policy measures have been developed。
I. Focus on fostering innovation and enhancing enterprise capacity in science, technology and innovation
(i) increased enterprise gradient development capacity degrees
1. S & t smes that have access to a national register are given an incentive of $0. 20 million from district finance. [responsible unit: regional directorate of science and technology, regional directorate of finance]
2. An amount of 30,000 yuan is awarded for the development of enterprises that include high-tech technologies and whose recommendations are reviewed by the regional science and technology directorate. Only once in a filing cycle (3 years) is an award for supplementary support for culture, which is not duplicated by the recognition of high-technology enterprises. Incentives amounting to $200,000 were awarded to first-identified national high-technology enterprises (smes need to register first as stis) and $100,000 to re-identify as national high-technology enterprises. Incentive funds were disbursed in three years, the first of which was 50 per cent, the second of which was 30 per cent, and the third of 20 per cent, based on the previous year's high-end annual reporting. 3. Incentives of rmb 1 million and rmb 500,000 were awarded to those who were first identified as leading science and technology enterprises in jiangxi province and leading technology companies. The first-ever identified unicorns, potential unicorns, seed unicorns, gazelle and potential gazelle enterprises are awarded a one-off bonus of rmb 1 million, rmb 500,000, rmb 300,000, rmb 200,000 and rmb 100,000 by the district finance. (ii) incentives for enterprises to invest more in research and development
4. The annual r & d expenditure for the top 20 enterprises with positive growth in the region is subsidized by the district finance for 100,000 yuan each; the district finance for 80,000 yuan each for the top 20 enterprises with an annual r & d increase of more than 1. 5 million yuan for two consecutive years. It's a no-no-no-no-no-no-no. 5. The share of r & d costs in operating income meets the requirements of the management scheme for high-tech enterprises, and regulates the establishment of enterprises with r & d support accounts. Financial statisticians are required to be placed as scientific assistants, who are certified by the district finance as having an annual subsidy of $3,600. (iii) encourage core technical clearance
6. For access to major national programmes in science and technology (thematics), the regional budget provides support of 25 per cent and a maximum of 1 million yuan, and for priority national programmes in research and development (thematics) of up to 20 per cent and up to 600,000 yuan respectively. 7. The national award for natural science, the technology innovation award, the science and technology progress prize i and the science and technology progress award ii and the project first completed, respectively, are awarded one million yuan and half a million yuan, and the provincial science and technology award, the first and second prizes and the project is awarded 500,000 yuan, 200,000 yuan and 100,000 yuan respectively. The prizes are distributed among the award-winning organizations and enterprises according to the size of the contributions of the principal performers. 8. For projects of special and focused research and development programmes (excluding joint scientific research projects in urban areas) in provinces and municipalities that have received projects after 2024, a one-time grant of up to rmb 300,000 is awarded at the level of 20 per cent of the higher-level allocation. 9. Support for the implementation of basic research, with an award of rmb 200,000 and rmb 100,000, respectively, to research institutes, hospitals and enterprises for access to natural science funds at the national and provincial levels. Ii. Focusing on leading industrial development and enhancing science, technology and innovation support
(i) development of major innovation platforms
10. National, provincial and municipal centres for technological innovation, priority (engineering) laboratories, innovative research and development institutions and clinical medical research centres, which have been newly approved by the science and technology sector, are awarded an award of rmb 1 million, rmb 500,000 and rmb 50,000, respectively, from the district finance; and a further award of rmb 1 million, rmb 500,000 and rmb 100,000, respectively, through the national, provincial and municipal government. (ii) promoting innovative entrepreneurship vehicles
11. Newly recognized science and technology incubators at the national, provincial and municipal levels are awarded an award of rmb 1 million, rmb 500,000 and rmb 200,000 from the district finance. Iii. Focusing human innovation development and promoting the convergence of elements of science, technology and innovation
(i) innovative talent introduction and development
12. Support innovative entrepreneurship among young people in science and technology. A one-off bonus of $50,000 is awarded by the district finance to newly introduced persons in the natural sciences under 40 years of age with a doctoral degree or higher. 13. Priority is given to the submission of national, provincial, municipal and other talent programmes, as well as the provision of a further 500,000 yuan, 200,000 yuan and 100,000 yuan to district-level finance on the basis of higher-level support funds for projects (long-term projects) that have been approved. 14. Implement incentives for the recruitment of highly qualified and professional foreign personnel. Enterprises are fully encouraged to bring in high-level personnel from abroad. For newly introduced foreign high-level personnel who have received legally prescribed work permits in categories a and b, permanent residence permits, invitations to visit china from foreign experts and who have been identified by the higher authorities, the district finance is subsidizing enterprises at the rate of 20,000 yuan per person, with a subsidy of not more than 100,000 yuan per company per year. (ii) encourage rural revitalization of science and technology services
15. Agricultural technicians and rural talent are encouraged to declare provincial agricultural science and technology agents, to support provincial science and technology agents in the delivery of scientific and technical services in my district and to provide intellectual support for rural renewal in our district. Iv. Focus on the effectiveness of science and technology services to facilitate the transfer of scientific and technological results
Businesses are encouraged to complete the trade in science and technology results and technical services on the technology trading platform on the “online permanent technology market in jiangxi province”. In the same year, enterprises registered in the provincial technical contract registration system and were certified as having entered into contracts with a total value of 25 million yuan and more than 50 million yuan, were awarded a sum of 1,000 yuan and 2000 yuan, respectively, by the district finance. 17. The scientific staff of the institute of higher education, through the creation and operation of scientific and technological enterprises in namkang, as well as through cooperation in production and research, have introduced major scientific and technological achievements, digested and industrialization, tested on the basis of merit, and conducted tests in mid-course, with the financial support of up to 2 million yuan for each project. For enterprises that use new technologies to improve the quality of their products or to develop new products and achieve significant economic benefits, each project is awarded a prize of r & d team of r £200,000 on the basis of merit, of which no less than 50 per cent is allocated to the main performer. 18. Strengthen the modern furniture subcenter of the science and technology conversion centre of the canton. With regard to the “five by five” criteria, the regional finance has allocated funds each year for the operation and construction of modern furniture subcentres, the development of a web-based platform for the conversion of results, technology interface, demand extraction, medium test certificates, financial services and intellectual property protection, the promotion of the deeper integration and optimal allocation of innovative resources such as technology, capital, talent and services, and the promotion of the transformation of scientific and technological results and the development of new qualitative productivity. V. Focus on the dynamics of science, technology and innovation and the continuous optimization of science, technology and innovation ecology
(i) improved capacity in science and technology financial services
Promotion of various types of scientific and technological financial products, such as the icbf, and provision of loan products up to a credit line of $10 million to eligible sti enterprises. (ii) creating a strong culture of innovative entrepreneurship
20. Support participation in various competitions for innovative entrepreneurship, giving priority to the award-winning teams (individuals) for the submission of scientific and technological projects. (iii) increased funding for science and technology
21. Increased investment in science, technology and innovation is contributing to sustained and steady growth in science, technology and innovation across society. The budget for the three sectors of science and technology is not less than 2 million yuan/year, and increases on a year-to-year basis depending on the level of overall socio-economic development. 22. Establishment of joint city-wide scientific and technological projects. Establishment of a mechanism for municipal guidance, district support, top-down connectivity, global integration. Project funds are consolidated by “two thirds at the district level and one third at the municipal level”, with one million yuan at the district level and half a million yuan at the municipal level, focusing on key industries such as modern furniture and low-altitude economies in our region, addressing the problems of fragmentation of resources and inadequate industrial support, and improving innovation synergies and financial efficiency. This policy measure supports eligible units and individuals from 1 january 2026 to 31 december 2027, subject to notification of declaration. Some measures to further improve the s&t incentives in the former s&t implementation strategy (2024) no. 27) repeals the provisions of the affirmative action policy, which is inconsistent with this policy measure and is implemented in accordance with this policy measure; in the case of those who are in a phased implementation phase, in accordance with the previous policy; and in the case of other policies at the district level, without duplication.
