To further develop the 2016 target for the supply of goods and services under government procurement agreements, the following information is provided:
Scope and standard of supply of the agreement
The 2016 provincial procurement agreement supply includes five main categories of computer and office equipment, office equipment, air conditioning, official vehicles and office furniture:

(i) computers and office equipment, office equipment, air conditioning and office furniture items, which are purchased in a single or bulk amount of less than $500,000 (inclusive), by the purchaser in accordance with the agreed mode of supply. (ii) if the quantity of vehicles purchased for official use falls below established standards, by the purchaser in accordance with the agreed mode of delivery. Of these: 10 cars, 5 land cruisers, 5 commercial vehicles, 20 minivans and 3 buses。
Ii. Scope and standards of services
In 2016, public procurement services were established for vehicle maintenance in direct provincial units, with a value of less than $500,000, to be procured by the purchaser in accordance with the established service location。
Iii. Duration of implementation

The 2016 agreement points for supply of goods and services are valid until 31 december 2016. Contacts of the providers of the winning agreement and the service point units, telephone calls, office addresses and details of the winning product are available on the henan province government procurement network。
Implementation requirements and clarifications
(i) agreement point management for supply of goods and services, in accordance with the government procurement management scheme for direct supply and services in henan province (requirement) [2013] document execution (available at henan province government procurement network)。
(ii) in order to achieve fair competition, after the establishment of the online comptoir, the contractual supplier may also make a real-time online offer for goods delivered by an electrician to facilitate the choice of buyers。
(iii) the management of conference and training fees is carried out on a flat-rate basis, no further government procurement plans and contract filing, and is subject to review and payment of the related conference and training fees management requirements。

(iv) the cancellation of official printing stationary services and the cancellation of government procurement plans and contract filings for printing items up to and including $200,000, at the discretion of the purchaser。
(v) in order to ensure that procurement products are of good quality and favourable prices, procurement units are encouraged to use online competitive bidding, as detailed in the “henan province government procurement network”。
(vi) in order to facilitate the submission of statements by successful vendors, from 2016 onwards the winning vendors must submit the last quarterly performance statistics to henan tender procurement services ltd., room 402 within five days of the end of the quarter。
(vii) the use of vehicles for official purposes is a province-wide joint agreement for the supply of goods, and municipalities and counties no longer organize separate tenders to identify the supply units of the agreement。
