The relevant head of the human resources mobility management division of the ministry of human resources and social security stated that in recent years, network recruitment had played an important role in promoting high-quality and full employment and optimizing human resource allocation, but at the same time there were problems, such as unauthorized access to the network recruitment service and poor quality and legitimacy checks on employers ' qualifications and recruitment information。

In order to further regulate the recruitment order for the network, the circular requires that the regulation of the licensing of the network recruitment service be strengthened, and that the operating human resources services issue recruitment information or web-based platforms that provide recruitment information for employers, such as web-based recruitment services, be legally licensed. The web platform is required to perform its primary responsibility for enhancing account registration, authentic identity information authentication for users applying for registration, cataloguing certified account qualifications, setting special labels and specifying qualifications and authentication information on the home page of the account。
Experts noted that web-based eco-governance was a systemic undertaking, involving initiatives such as policy guidance, administrative clearance and the promotion of the interface between administrative regulation and industry self-regulation. Licensing of web-based recruitment services is an important system for human resources market management。
In addition, the circular emphasizes that web platforms should regulate the standards of the recruitment information format, that the publication of recruitment information should be genuine and legal and that illegal diversion in the name of recruitment information should be strictly prohibited. There is a need to strengthen the regulation of the behaviour of the network of accounts for the recruitment service and to strengthen the dynamic monitoring of the dissemination of information on recruitment and the timely detection of irregularities。
