Unjustified conditions for online recruitment? What is the “training loan” for online job placement? On 13 january, journalists were informed that five departments, including the ministry of human resources and social security, had recently issued a joint circular on the publication of information on regulating recruitment for web platforms, further regulating the recruitment order for the network。

In recent years, cyber-recruitment has played an important role in promoting high-quality full employment and optimizing human resource allocation, but there have also been issues such as unauthorized access to the network-based recruitment service, poor quality and legitimacy checks on employers and recruitment information。
This circular was issued in order to further curb the responsibility of the web platform's principals and to continuously raise the level of compliance, risk prevention and protection of the rights and interests of job seekers。
In the context of strengthening the management of the web-based recruitment service permit, the notification requirement is that an operating human resources service provider should obtain a human resources service permit in accordance with the law by issuing recruitment information or web-based platforms that provide employers with recruitment information. Local authorities are organizing web platforms within their jurisdictions to enhance the screening of recruitment information, issue recruitment information for violations of the law, and take appropriate administrative measures to ensure that the relevant web platforms are required to warn, remove, restrict, suspend or terminate services in a timely manner。

Lack of implementation of some of the main responsibilities of the network platforms, such as traffic management, poor clearance, failure to recommend algorithms, poor handling of violations, etc., the circular requires the platform to perform its responsibilities as a subject, strengthen account registration, authentic identity information authentication for the users applying for registration, categorizing certified account qualifications, setting special labels and specifying qualifications and authentication information on the home page of the account。
With regard to standards regulating the format of recruitment information, the circular requires the web platform to publish recruitment information in a genuine and legal manner, incorporating elements such as the employer's basic situation, the number of persons recruited, the conditions of recruitment, the content of the work, the place of work, the basic remuneration for labour, and indicating the duration of validity or timely updating。
According to the circular, recruitment information must not contain discriminatory elements such as ethnicity, race, gender, religion, religion or belief, must not violate state regulations, impose restrictions on the movement of human resources in terms of domicile, geography, status, etc., may not be falsely publicized with high pay, warranty, etc., may not be diverted from expert authority and may not be published in the name of human resources assessment, employment guidance advice, etc。

The circular strictly prohibits deception and misleading job seekers to enter into “training loans” agreements, to participate in offences such as marketing, cyber gambling, telecommunications fraud, and to specify that web platforms should establish sound risk identification models, strengthen the dynamic monitoring of the dissemination of recruitment information, and deal with violations in a timely manner. These include: the suspension or termination of services through such measures as bullet window tips, alarms for non-compliance; the verification of accounts related to the alleged fraud of telephone cards and the adoption of time-limited corrective measures, restriction of functionality, etc.; the establishment of a mechanism for the rapid processing of complaints and complaints; and the establishment of an unusual list system。
The relevant head of the human resources mobility management division of the ministry of human resources and social security indicated that, as a next step, targeted training would be conducted to further refine local controls, strengthen the administrative guidance of the web platform and enhance follow-up. At the same time, there is a need to strengthen synergies between the relevant sectors, to develop mechanisms for coordination and regulation, to promote information connectivity, such as licensing, day-to-day supervision and monitoring of enforcement, and to create effective regulatory synergies。
