Regulations on the use of vehicles for law enforcement by the city control authority
Chapter i general provisions
The first is to strengthen vehicle management and regulate the use of law enforcement duty vehicles and to develop this provision in line with the requirements of official vehicle management, taking into account our own practice。
The vehicles referred to in this provision include law enforcement duty vehicles, operational vehicles, emergency vehicles and specialized technical vehicles administered by units of the agency。
Chapter ii
Thirdly, law enforcement duty vehicles are subject to uniform standard spraying and marking management in strict compliance with the ministry of housing and construction's urban management enforcement duties markings (supervisory 65). The use of all law enforcement duty vehicles at the bureau level will be coordinated by the bureau office with the financial equipment section, which will introduce a system of booking, booking and assigning responsibility. The parking of vehicles is subject to fixed and time-bound parking. Maintenance of vehicles is subject to spot maintenance and clearance. The vehicle fuel is refuelled at fixed points and the full-time fuel manager is responsible for the refuelling。
Article iv. Vehicle usage units are responsible for the day-to-day operation safety management of vehicles, with the primary responsibility for the management of their own vehicles being vested in each of them, while each vehicle identifies a major driver for the use of vehicles, annual vehicle inspection and routine maintenance。
Article v. All units are required to establish a system of registration and authorization of vehicles, to improve the registration desk accounts, to operate law enforcement vehicles in principle in the main urban area, and to request authorization from the directorate of administration if they are required to work outside the city in order to implement a hierarchy of supervisory approvals。
Article vi. Each unit shall strictly regulate the use of vehicles in accordance with the scientific requirements of its work, it shall strictly prohibit the use of such vehicles as a daily means of movement, it shall strictly regulate the stationing of places, and it shall strictly prohibit the parking of small areas outside working hours。
Chapter iii safe use
Article vii. Vehicles are subject to a system of centralized station parking and legal holidays. Each unit arranges for the stationing of vehicles (in principle only one per unit can be identified) according to their work requirements. The vehicle should return on time and should be located at the designated location, and must not be placed randomly. On national holidays, with the exception of the guaranteed duty vehicles, the rest of the vehicles are stored centrally by the respective use management units。
Article 8 - strict management of public vehicles, which are prohibited from engaging in activities unrelated to official duties. Once identified, private use of public vehicles will be dealt with seriously in accordance with the relevant provisions。
Article 9. Law enforcement vehicles, in the performance of their official duties, maintain a clean and clearly marked vehicle, are in good condition and have full documentation, and are regularly provided with safety education。
Article 10: the driving personnel of a vehicle shall be guided by traffic laws and regulations, shall drive in a civilized manner, and shall be obliged to conduct monthly inquiries into the violation of the vehicle being driven, all of which shall be borne by the driving officer himself。
Article xi. All vehicles are insured in a uniform manner in accordance with the provisions of the relevant fixed point insurance units of municipal finance. In the event of a vehicle accident, the insurance settlement is declared and the unit is not entitled to reimbursement for the maintenance of the vehicle。
Chapter iv vehicle repair and maintenance
Maintenance of vehicle sites. All vehicles are maintained at the unit-designated government fixed-site maintenance plant and no reimbursement is made for the maintenance costs of vehicles that were selected for maintenance at other workshops. After maintenance of the vehicle, the driver should check the vehicle on site before signing and receiving it。
Article 13 introduction of vehicle maintenance approval. The driver should complete the vehicle repair and maintenance request before the vehicle is repaired and, after verification by the head of the user unit and the vehicle manager of the directorate, the repair is approved。
Article 14 the maintenance of vehicles with a budget of less than $10,000 is carried out in accordance with the procedure, as approved by the vehicle manager, and those with a maintenance budget of more than $10,000 are carried out in accordance with the established procedure, with the agreement of a group study led by the directorate。
Article 15: drivers, vehicle managers and the first responsible person in the management unit shall be held liable, as appropriate, for false, false, unreported or unauthorized maintenance。
Chapter v. Oil management
Article 16 vehicles are subject to spot refuelling. The directorate's own level selects a gas station within the city in accordance with the regulations governing fixed points for municipal finance, arranges for a full-time fuel manager, is responsible for the refuelling of all vehicles at the directorate's own level, and is responsible for establishing and monitoring records of vehicle traffic, fuel consumption indicators, etc。
All vehicles are refuelled at designated stations. In principle, no one who does not provide for refuelling at a given station will be reimbursed (except for special or emergency requests for approval by the leadership)。
Article 18 all refuelling vehicles are subject to the management of the fuel manager, are required to report the mileage of the vehicles in good faith, and are critical of the inaccuracy of the fuel consumption indicators caused by the deliberate failure to report or damage the mileage schedule, and are seriously pursued as required。
Chapter vi
Article 19 the inspection section of the directorate, the financial equipment section and the administrative enforcement division of municipal administrations are responsible for the supervision and management of the use of vehicles。
Violations of the above-mentioned provisions are subject to serious liability under the relevant regulations。
Article 21 this approach applies to all vehicles (including those of the law enforcement brigade stationed in street towns)。
Article 22 this provision shall apply from the date of its issuance。
