Rates of allowances
(i) subsidy policy for young people
Eligible ph. D. Students, master's degree students and full-time undergraduate graduates receive a monthly living allowance of $5,000, $2,000 and $1,000 respectively. Our city has hit tens of billions of targeted enterprises, businesses with a business income of over 10 billion, including wholly owned subsidiaries, companies holding more than 50 per cent of the shares of the head office, and “two-class” master's degree students and full-time undergraduate graduates introduced by companies holding more than 30 per cent of the shares, each receiving $5,000 and $3,000 per month living allowances (living allowances are not repeated). The subsistence allowance is paid annually, with a cumulative maximum of three years. (see annex 2 for the list of enterprises that hit 100 billion, and annex 3 for the list of “two-class” institutions of higher learning.)
Uighur graduates and university graduates based in uighur who meet the cost of subsistence allowance for young people receive a lump-sum return grant based on the criteria of $10,000 for doctoral studies, $5,000 for master's studies and $3,000 for undergraduate graduates. (ii) postdoctoral living allowance policy
Post-doctoral treatment after a doctoral post (base) has been introduced outside the city. After a doctorate has completed one year at the station (base) and completed the midterm examination, he/she is entitled to receive the first year subsistence allowance; after two years at the station (base) and after he/she has completed his/her second year of living allowance. The postdoctoral living allowance (accord) does not overlap with the youth living allowance。
(iii) one-time study abroad subsidy policy
A lump-sum study allowance of $100,000, $50,000 and $20,000 each is paid to eligible ph. D. Students, master's degree students and undergraduate graduates. The allowance is divided into two years at 1:1。
Iv. Accountability procedure
1. Groups such as post-doctoral researchers, doctoral students, master's students and full-time undergraduate graduates employed in enterprises, full-time doctoral and master's students employed in scientific research and teaching positions in technical and sports colleges and schools are considered by the human resources and social security departments of the place of registration. Among them, the university of wei, the institute of scientific research, the municipal technical institute, the municipal institute and the municipal state-owned enterprise, and the financial institutions, the weihai branch and the municipal institute of human resources and social security。
(1) persons eligible for employment in enterprises or scientific research institutes shall apply to the human resources and social security department of the municipality of registration through the university of weihai student subsistence allowance system. One employer logs in the university of weihai student's living allowance declaration system to complete information on the identification number, name, employment, education, social security contributions of eligible persons. The first applicant must file a certificate of graduation, a degree certificate, an online validation report of the ministry of education's academic status, a certificate of graduation from higher education abroad and certification of the ministry of education's academic qualifications; graduates of “two-class” higher education institutions, introduced by enterprises that have hit tens of billions of people, full-capital companies or holding companies, must also submit proof of equity between their subsidiaries and their parent companies when applying for a living allowance for young people. (b) the two employers export a letter of commitment and a publicity template that will publicize all eligible persons for a period of not less than three working days on the unit's internal website or in a prominent location

(5) persons applying for a lump sum study allowance for students studying abroad apply by the employer to the municipal social service of the municipality in which the enterprise is registered.
