2. Draft law on the advancement of national unity (for consideration)

Ii. Response of the rule of law and security
1. Protection of workers ' rights
It was suggested that the rules governing restrictions on competition should be revised: detailing the invalidity of the agreement, raising the standard of financial compensation (recommended to increase from 30 per cent to 80 per cent), clarifying the court's right to review the reasonableness of the default money and the duration, and deterring abuse of competition restrictions。
Focusing on the rights and interests of workers in the new industry: improving the legislation on flexible employment, social security for platform workers and protection against industrial accidents and filling legal gaps。
2. Business environment and protection of market subjects
Call for the creation of an insolvency regime for natural persons: amendment of the companies act to provide insolvency protection for individual business owners and joint venture financiers, and to break the “failure, life-long debt” dilemma。

In the areas of anti-telecommunication network fraud, protection of minors, and old-age services, representatives focused on implementing and refining the accompanying rules。
Iii. Emerging areas of rule of law
1. The rule of law in digital science and technology
Improvement of laws and regulations on artificial intelligence, auto-driving: development of a uniform system of standards and evaluation, clear rules for the allocation of responsibilities and safety controls。
Low-altitude economic legislation: the development of low-altitude economies is supported by the improvement of specific regulations such as airspace management, flight safety and data crossing。
2. Green and low-carbon rule of law
With the eco-environment code at its core, it has been accompanied by improvements in the rule of law guarantees in such areas as carbon-peaking carbon neutrality, new energy vehicles (electricity exchange standards, car-electric separation)。
Iv. Judicial reform and monitoring of the rule of law
