The new family planning family support declaration was officially launched in 2026, and those who meet the requirements for such a declaration are required to consult the village (community) in their domicile. The deadline for reporting and recording our own applications and those of our towns and villages (streets) is 30 november 2025. Overdue persons are no longer admissible and eligible for declaration in the next period。
I. Incentives to family planning families in rural areas
(i) incentives should meet the following basic conditions at the same time:
1. Prior to the reform of the civil registry system, he/she was either a local agricultural household or a rural resident
2. Until 1 january 2016, no child was born in violation of the laws and policies relating to family planning and no subsequent births or adoptions
3. One existing child or two daughters
Born after 1 january 1933 and 60 years of age in 2026。
(ii) persons who are not the object of an incentive
1. Persons covered by basic pension insurance for urban workers
Adoption by unmarried single parents
3. Persons who are subject to criminal penalties and who are serving their sentences
Transferred from non-farm to agricultural after 1 january 2006
5. Personnel (including retirements) of state bodies and institutions in agricultural households。
(iii) procedures and material requirements
1. Personal application. (a) applicants apply to the village (resident) people's council in their place of residence at the time specified, if they have completed the application (validation) form for family planning incentives in the rural areas of zhejiang province, and submit copies and originals of the relevant valid materials, such as a divorce certificate (divorce agreement or court decision), an adoption certificate, a death certificate, etc., for themselves and their spouses, children
2. The village's initial nuclear programme and publicity. (a) the village (residence) shall be publicized on the basis of verification of the actual existence of the new list for the year, for a period of five working days, and in the event of no objection, the village (residence) shall, in accordance with the procedure, sign a comment on the application form and file a stamp with a copy of the relevant material in the village (town, street)
3. Commune (towns, streets) at first instance. (b) the initial examination of the information reported at the village level, the signing of the opinion and the sealing of the opinion, which is sent to the municipal health service
4. The municipal board of health and health reviews the submissions, publicizes them and confirms them。
(iv) incentive support criteria
Incentive support criteria: 90 yuan per boy per month, 120 yuan per girl per month, 80 yuan per daughter per month, one-time annual distribution。

Ii. Special assistance to family planning families
(i) specially assisted persons shall meet the following basic conditions at the same time:
1. Couples born after 1 january 1933
In 2026, the woman reached the age of 49 (in the case of single-parent families who were widowed or divorced, the man must have reached the age of 49)
3. To have only one child or legally adopted one child before 1 january 2016 and thereafter not to have or adopt a child
4. There are currently no surviving children or single children who are legally recognized as disabled (illness, invalidity up to level iii and above)。
(ii) procedures and material requirements
The procedures and materials required are the same as those required for family planning families in the rural sector, except for the need for a third degree and above of disability certificate, which is requested by the person and completed in the case of the family planning family special assistance list。
(iii) special assistance standards
A man or a woman under the age of 60, or who has reached the age of 60 and has received a government pension benefit, shall receive a special allowance of $800 per month, which shall be paid in one-time lump sum each year
2. If a man or a woman under the age of 60 is unable to take care of himself or herself, or if he or she has reached the age of 60 and does not benefit from the government old-age pension benefit, the special allowance rate shall be set at a rate of 1,000 yuan per person per month, which shall be paid in a lump sum per year。
(iv) the person who withdrew before the next special grant

3. Persons whose families have moved out of the city
Other reasons require withdrawal。
Iii. Annual review, review and oversight
The municipal health and safety board conducts multiple annual reviews and publicity of all persons reported in strict compliance with the conditions and policies for family planning support.
