V. Qualification requirements for qualified bidders
1. Comply with the qualifications of bidders under article 22 of the government procurement law of the people's republic of china
(1) the ability to assume civil liability independently
(2) good business reputation and sound financial accounting systems
(3) have the necessary equipment and technical expertise to perform the contract
(4) have a good record of paying taxes and social security funds in accordance with the law
(5) participation in government procurement activities for almost three years without record of irregularities in the operation
(6) other conditions laid down in laws and administrative regulations。
2. The project does not accept consortium bids, subcontracts or subcontracts。
Vi. Collection of solicitation documents:
1. Date of receipt: 21 june 2016 to 29 june 2016, morning; 0830-1130; 1330-1700。
2. Place of receipt: first floor window at the public resources trading centre, sea salt county (north building, administrative approval centre, 100 uwon street garden east, sea salt county)。
3. Sale price: tender documents are received free of charge。
Potential bidders are allowed to come and receive the solicitation documents after the deadline for receipt of the solicitation documents and before the deadline for submission of tenders. If, however, an objection to the solicitation documents is made at the time specified in this solicitation document, the late submission may be dismissed and the procurement organization may respond。
7. The following information shall be provided when purchasing the solicitation documents:

Viii. Tender bonds:

The tender bond is to be remitted to the sea salt county public resources trading centre account on a one-time basis by 17:00 on 8 july 2016, and those who fail to pay are deemed to have not submitted the bond. The tender bond must be remitted from the bidder's account and the tender bond is considered to be in the form of a bank draft, a wire transfer, a wired bank or otherwise a non-submission of the bond。
Ix. Deadline and place for tender:
By 0900 hours on 12 july 2016, tenderers are required to submit the tender documents to the first floor of the sea salt county public resources trading centre for the reception of windows (the north wing of the administrative approval centre, 100 east road of wuwon street, sea salt county), which will be refused after delivery or unsealed (or processed as invalid tender documents)。
X. Date and place of opening of tenders:
The tender will be opened on july 12, 2016 at 0900 hours in the first floor of the public resources exchange centre of sea salt county (north building of the administrative approval centre, 100 east road of the wuwon street tree in sea salt county), where the bidder may send an authorized representative to attend the opening meeting (the authorized representative shall be the official employee of the tenderer in office and will be validly certified as such)。
