From 4 to 5 september 2016, the world-renowned eleventh g-20 summit was held at the hangzhou greatest. It was the first time that the g-20 summit would be held not only in china, but also the first time that the centre had organized a high-profile international conference to be held in cities outside beijing to reciprocate hangzhou's vision of internationalization. As an ex-employer, i saw in the media the grandest scene of the g-20, and i couldn't help but think of this “baby” that was in my hands and finally grew up。
Time to pull back to 2005. Following the success of the first china international comics fair (12,000 square metres), which was growing in size, the hangzhou peace international exhibition centre (20,000 square metres) in the lower city was limited in space and could no longer be matched with the comics fair, so the latter sessions chose to be held in autotown (hangzhou international exhibition centre) in the villa area, with an area exceeding 50,000 square metres. Since the town is a private enterprise, and the premises are used as a market for cars on a day-to-day basis, the exhibition is to be emptied and there have been numerous disputes between the organizers and the premises. Comrade yeming, then vice-secretary of the city council, as the chief director of the comics festival, once stated in the standing committee of the city council that hangzhou, as the capital of the exhibition, did not have a decent exhibition hall! To this end, the city council has changed its thinking, considering that the exhibition hall is also part of the public infrastructure of the city, and has decided to invest in the construction of a modern exhibition hall on the south coast of chandong river, in accordance with the financial resources available and the real needs of the development of the exhibition industry。
It should be noted that, at the beginning of the western expo in 2000, the municipal councils, taking into account that the exhibition industry was an emerging industry, advocated the principle of “government orientation, social participation and the functioning of enterprises” and did not invest much in the exhibition halls, and that the invested zhejiang world trade centre was soon transformed into a private sector. Thus, at that time, with the exception of the zhejiang museum, which was built in the 1950s (which is part of the provincial coalition), the zhejiang world trade centre, the hangzhou peace fair and the hangzhou international convention centre were all operated by private investment, and the government was required to rent space from the company at the time of the exhibition. Private enterprises, for their part, do not invest much in the facilities of the exhibition halls, given their utilization and economic factors. Hangzhou's conditions are generally not ideal and there is a large gap with the cities of shanghai and shenzhen。
Following the decision of the standing committee of the city council, the deputy minister of municipal affairs and director of the sibo office, comrade feng joon, immediately asked me to go to the motor city for research. Remember, i went to the compatriot in charge of the cave, then to the vice-president in charge of the cave, feng guo ming, and finally spoke with the owner of the motor city and the chairman of the overseas sea group, natsuke leung, and basically understood their thoughts. In that year, the real estate market had not risen, the town was surrounded by agricultural land and professional markets, and the villas were originally industrial areas, and there was no distribution of the development fair, so the district government had no intention of supporting the private sector fairs. The owner of the bus town indicated that, as a result of the investment in the building of the complex, the enterprise had a heavy debt burden, such as the intention of the government to acquire it and to surrender it to the government at a cost price (about 1 billion), but that it would be preferable to separate the lower floor of the car town from the business of keeping the car spare parts, the upper floor being a government-run convention gallery. This is what happened at the hangzhou private club pavilion and reflects the pragmatic approach of the zhejiang private entrepreneurs。
Next, i also accompanied under-secretaries-general sun and feng to the city of automotive to discuss with the villa and the city of automotive, helping comics to solve the site problems of the year. Following tripartite consultations between municipalities, districts and premises, half of the city's total of 7 million people were given to the city of automobiles for greening the outdoors, and the district government helped to borrow the greens and the vacant outdoors were used to accommodate vehicles operating in the premises. After that, i learned that 3. 5 million greening transplants had not been paid at all in the villas, and that we had been joined by the district government and private enterprises, which for the first time made me feel helpless in my work。
In the six months since then, at the request of under-secretary-general von joon, i have, on the one hand, stepped up the drafting of the first five-year plan for the hangzhou convention exhibition, and, on the other hand, proposed a two-nucleus plan for the hangzhou convention gallery; on the other hand, i have accompanied secretary-general von to visit, among other things, the nanjing university city fair centre, the hangzhou coastal zone national reserve food bank (which intends to change to a convention gallery), and have joined the city planning and design institute in conducting a site selection exercise. As a result of various studies, reporting material to the standing committee of the city council was finalized, and it was initially planned to build a large convention gallery in the southern bank of chandong river, each of 500 million people in the urban areas, on the side of the chaunjiang city and the xiaoshan of the seven aca river. I am impressed that, when i approached under-secretary-general sun zhenchuang to present the report, secretary-general sun made it clear that instead of buying one billion dollars of an old site, he would have spent one billion to build a new one, thereby denying the offer to buy the city. After all, secretary-general sun's opinion may not have taken into account the situation of the comic-consorture rush, but there is a ahead-of-the-horizon vision for the development of the south coast of the chandong river, in line with the city council's cross-river development strategy。
In april 2007, the then municipal secretary and the mayor (now the central leader) stood on the surface of the southern bank of the chandong river and the city of chanjiang century, looking at the general conditions surrounding the development of the hangzhou city across the river from the age of the west lake to the era of the chandong river. At that time, the south coast of chandong river was full of agricultural land, including the present asian chamber of commerce, the lotus garden, etc., but there was a sharp contrast between the two sides to the high-rise building of chanjiang city. At the end of the site visit, the municipal council held a live meeting in a conference room in the liang region, with the participation of the principals of the xiaoshan commission and the liang council。
On behalf of the representative of the secretary-general, feng joon reported on the location of the exhibit. Impressed by the fact that, at the time, considering that the city council had only contributed 1 billion dollars, it was far from enough to spend on the construction of a large convention gallery, secretary-general feng, in reporting, changed the goal of construction from “international” to “domestic” and, as a result, the then mayor (now the central head) was on the spot challenging the fact that he had made a clear statement that he wanted to build an international class, and the leadership is still far ahead. Immediately after this meeting, and on the basis of the commission's advice that major projects must be supported by planning, i organized an expert validation meeting on planning for the hangzhou development fair, which was immediately approved by the commission. By doing so, i understand that the original plan was not empty, that it had to be supported by projects or that it served major projects。
After that, the city council was expressly established by the deputy mayor of kim shengshan as the entity responsible for the physical construction of the premises. In the years that followed, the construction of the exhibition hall was subjected to multiple difficulties, including financial constraints, even when work was suspended for some time. Until the g-20 summit was explicitly placed in hangzhou by the central government, the city government accelerated the construction of the complex. That's where the hangzhou g-20 was based, the hangzhou international fair。
Unfortunately, the chinese international comics festival was not used once. Later, an amphibious museum and an amphibious exhibition centre were built for urgent use on lake white horse in the coastal area, but their usage was low. On the contrary, the hangzhou international expo centre is now the most used and cost-effective exhibition hall in hangzhou, thanks to the accessibility of the surrounding traffic, the advanced facilities and the branding of the g20 summit。
