On the morning of july 15, in beijing (journalist zhu zhu zhong an), the `good china-style' web-themed interview team walked into the beijing city council to learn more about the development and practical results of the series of citizens' dialogue talks. The live interview programme in the “proposal to face” series is a programme to move proposals from behind the scene to front of the stage. In july 2018, the beijing council for municipal proposals, together with the office of the municipal government and the municipal service, organized for the first time a series of five live interview sessions of the dialogue on “proposals for face-to-face” in conjunction with consultations on democratic and “china-style” stories, inviting the government to “first-hand” consultations with the members of the council for political affairs on the proposals and to conduct the entire process of democratic consultations in a media-wide format。
The focus on people's lives proposal suggests the design of a topic to advance "practice for people."
During the interview, u daekura stated that the political consultative council's proposal was based on a consultation process focused on policy advocacy and the resolution of doubts, focusing on key issues such as the “on-call” reform, the expansion of after-school services for students, the intensification of parking management, the promotion of the rehabilitation of old and old neighbourhoods and the provision of community-based old-age services, as well as the “one hand” of government, education, transportation, residential construction and civil administration to address the plight of the public。
Prior to the launch of the programme, the commission was able to select topics with a view to opening channels for the collection of microblogging opinions, highlighting topics of the human race and gaining broad social acceptance. A cumulative annual reading of topics of more than 37 million people and recommendations for large data analysis issues form an important basis for public interest in hot spots. The general public has effectively increased the visibility of consultations, the convergence of people's lives and public participation through real-time interaction with members of the political consultative council, the department's “first hand” through media channels, as well as through advice and comments。
In an interview with ongwan, u daekura stated that the people's livelihood needs in their lives could be linked to and reflected in the political consultative council's proposal committee through the 12345 citizen's hotline, weibo, weibo, and weibo, which drafted the proposal and referred it to the proposal review committee for screening。

U daekura, director of the beijing city council proposal committee, spoke at the interview
Zero distance communication, face to face
A live interview programme entitled “citizens’ dialogue & proposals in face to face” has been held for four consecutive years since its launch in 2018. The vice-president of the beijing municipal service authority, sun zheng, mentioned that there were 73 municipal council members, 19 municipal departments, including the municipal development and reform commission and the municipal education council, “first-hand” into the live booth, and that there had been a live, face-to-face consultation on proposals. Citizens' representatives, students' representatives participating in the “mocking political agreement” practice, and network celebrities, among others, are also invited to participate in the programme, with interactive exchanges and consultative dialogues from different perspectives and at different levels。
Zero distance communication and face-to-face processing are useful explorations for the processing of proposals from the disclosure of results to the disclosure of processes, enhancing transparency and public participation in government decision-making. U daakura mentioned that the live interview series of the “proposal for face-to-face” consultations was a bold innovation in the organization of the live interactive sessions, ranging from not having a live audience four years ago to inviting representatives of citizens, students participating in the “model political agreement” practice events, to engaging in interaction and building consensus; to introducing a large network v to engage in live interaction, engaging in interactive and consultative dialogue from different perspectives and at different levels, so that the interview programme could better serve the role of “reflecting the will of the people, building consensus, defusing confusion, rationalizing emotions”。
“it is an honour to participate in the `proposal for face-to-face' programme, and i hope that in the future, i will be able to make an appointment to work with the political consultative committee to investigate the lack of parking on the side of the road.” the director of the city transport board replied immediately: “appointments for parking are already planned and will be made.”
In the last four years, the "citizens' dialogue first hand, proposals for face-to-face" live programme has involved nearly 40 proposals by the members of the political consultative council, 73 municipal council members have participated in live talk shows, 19 municipal authorities have participated in dialogue events, and 109 citizens' representatives and students of the model political association, the masses and the internet grand v have participated in question sessions on the scene。

Sun zheng, deputy director of the beijing municipal service authority, spoke during the interview
We're talking about big issues on the basis of small cuts
For the past four years, the beijing municipal council has insisted on a people-centred process of consultation on the criteria of democracy, merit and excellence, focused on topical issues of broad interest and popular interest, and organized 18 live “proposal for face-to-face” interviews。
According to ogkura, the live interview programme of the “proposal for face-to-face” series is based on the “small in-study” “big topics” and draws the “concerning circle” of democratic consultative dialogue. In the area of “acquiring on call”, efforts were made to resolve the “failure” problem of “certifying” property certificates, to simplify the filing correction mechanism, to complete 100 million square metres during the “14th” period and to install more than 1,000 elevators; in the area of enhanced parking management, 43 new parking spaces were created during the year, over 7,000 parking spaces were added, the parking dynamic search and appointment system was promoted, and the management of roadside electronic parking was regulated; in the area of after-school services, “two hours” after-school counselling was resolved this year, to address the issue of family care for low-age students with difficulties, open libraries, reading rooms, playgrounds, and to expand interest; and in the area of enhanced parking services, 1,000 new parking spaces were established during the year, 2,000 communities were covered and the number of retirement stations increased from 370 to 500。
A live interview programme called “citizens' dialogue and proposals for face-to-face” has taken full advantage of the chinese-style system of negotiation. It has made it possible for the proposals to be handled face-to-face and to communicate with the members of the committee。
