The standard provisions on the compulsory end-of-life of motor vehicles, which were approved by the 68th ministerial meeting of the ministry of commerce on 24 august 2012 and agreed to by the development reform commission, the ministry of public security and the ministry of environmental protection, are being issued and are being implemented as of 1 may 2013. Notifications on the publication of standards for the end of life of cars (efta no. 456 1997), on the adjustment of standards for the end of life of light loaded vehicles (efta no. No. 407, circular on certain provisions for the adjustment of vehicle end-of-life standards (national economic and trade resources [2000] no. 1202, circular on the issuance of standards for the scrapping of agricultural transport vehicles (national economic and trade resources [2001] act no. 234), the provisional provisions on the standards of dismantling motorcycles (unetec, the development planning commission, the ministry of public security and the general environmental protection authority decree no。

Mandatory end-of-life standards for motor vehicles
In order to guarantee road traffic safety, encourage technological progress and accelerate the construction of resource-efficient and environmentally friendly societies, this provision is made in accordance with the law of the people's republic of china on road traffic safety and its implementing regulations, the law of the people's republic of china on atmospheric pollution prevention and control and the law of the people's republic of china on noise pollution prevention and control。
Article ii. National mandatory end-of-life measures for motor vehicles that meet the end-of-life criteria are based on the state of motor vehicle use and safety technologies and emission tests。
Third, the business, public security, environmental protection, and development reform departments are responsible for the supervision and management of the recycling and dismantling of end-of-life motor vehicles and the enforcement of end-of-life standards for motor vehicles, in accordance with their respective responsibilities。

Article 4
(a) has reached the useful life specified in article 5 of this regulation
(ii) repairs and adjustments that still do not meet the requirements of national standards for motor vehicle safety technology in respect of vehicles in use
(iii) the release of pollutants or noise into the atmosphere after repair and adjustment or the application of control techniques does not meet national standards for vehicle use
(iv) when three successive motor vehicle inspection cycles after the expiry of the period of inspection have not been marked with the appropriate motor vehicle inspection。
Article v. The duration of service of motor vehicles of all categories is as follows:
(i) 8 years for small and mini-rent passenger vehicles, 10 years for medium-sized taxi passenger vehicles and 12 years for large taxi passenger vehicles
(ii) rental of passenger vehicles for 15 years
(iii) ten years for small coaches, 12 years for medium coaches and 15 years for large coaches
(iv) thirteen years for passenger buses
(v) other small, micro-operated passenger vehicles for 10 years and large and medium-sized passenger vehicles for 15 years
(vi) the use of special school buses for 15 years
(vii) twenty years of service for large and medium non-operational passenger vehicles (except for large sedans)
(viii) three-wheeler vehicles, low-speed trucks with single-cylinder engines for nine years, low-speed trucks with multi-cylinder engines and mini-cargo vehicles for 12 years, dangerous cargo carriers for 10 years and other cargo vehicles (including semi-trailers and full-trailers) for 15 years
(ix) 15 years for special purpose vehicles with cargo capability and 30 years for special purpose vehicles without cargo capability

(x) ten years for all-mounted, dangerous cargo transport semi-mounted, 20 years for container semi-mounted and 15 years for the rest
(xi) three-wheeled motorcycles for 12 years and others for 13 years。
In the case of small, mini-truck passenger vehicles (except for pure electric vehicles) and motorcycles, the relevant departments of the people's governments of the provinces, autonomous regions and municipalities directly under the central government may, taking into account the local situation, establish rules that are more stringent than the above-mentioned length of use, except for small, mini-truck passenger cars, which may not be less than six years, plus three motorcycles, which may not be less than 10 years, and other motorcycles, which may not be less than 11 years。
Small, small, non-operational passenger vehicles, large non-operational sedans and wheeled specialized mechanical vehicles have no useful life limit。
The date of commencement of the use of motor vehicles is calculated on the basis of the date of registration, but for those who have not been registered for more than two years from the date of establishment, the date of departure。
Article 6 a motor vehicle that changes the nature of its use or transfers its registered motor vehicle shall determine its useful life and end of life in accordance with the following relevant requirements:
(i) in the case of the conversion of passenger and non-operational vehicles from operation to operation, they shall be scrapped in accordance with the provisions for operation of passenger vehicles, provided that the conversion of small, micro, non-operational vehicles and large non-operational cars to operation of passenger vehicles shall be accounted for over a cumulative period of service in accordance with the formula set out in annex 1 to this regulation and shall not exceed 15 years
(ii) cross-conversion between different types of operational passenger vehicles, which end up in accordance with the strict age of service
(iii) small, mini-truck passenger vehicles and motorcycles need to be transferred out of the territory of the registered province, autonomous region or municipality directly under the central government, and are to be scrapped according to the strict age of use
(iv) when dangerous goods transport vehicles, semi-mounted vehicles and other vehicles, semi-mounted vehicles and semi-mounted vehicles are converted to each other, they shall be scrapped in accordance with the provisions for dangerous goods transport vans and semi-mounted vehicles。
A motor vehicle within one year of its useful life, including one year, may not change the nature of its use, transfer title or transfer from the municipality to which it is registered。
Article 7. National guidance for motor vehicles that have reached a certain distance is used for winding up. The owner of a motor vehicle that has reached the following mileage may sell it to the scrap motor vehicle recovery and dismantling facility, which is duly registered, dismantled and destroyed by the scrap motor vehicle recycling facility, and cancels the end-of-life motor vehicle registration certificate, licence plate and permit to the traffic administration of the public security organ:
(i) 600,000 km for small and mini-rent passenger vehicles, 500,000 km for medium-lease passenger vehicles and 600,000 km for large-sized passenger vehicles
(ii) rental of 600,000 km of passenger vehicles
(iii) 500,000 km for small and medium-sized coaches and 600,000 km for large coaches
(iv) 400,000 km for passenger buses
(v) other small, micro-operated passenger vehicles, 600,000 km, medium-operated passenger vehicles, 500,000 km and large-operated passenger vehicles, 800,000 km
(vi) 400,000 km for special school vehicles
(vii) 600,000 km for small, micro, non-operational vehicles and large non-operational cars, 500,000 km for medium, non-operational vehicles and 600,000 km for large non-operational vehicles
(viii) a mini-car carrying 500,000 km, a medium or light vehicle carrying 600,000 km, a heavy vehicle carrying 700,000 km (including a half-mounted tow truck and a full-mounted tow truck), a dangerous cargo vehicle carrying 400,000 km and a low-speed truck carrying a multi-cylinder engine carrying 300,000 km
(ix) 500,000 km for special operating vehicles, wheeled special mechanical vehicles
(x) three-wheeled motorcycles travel 100,000 km and others 120,000 km。
Article 8 motor vehicles for the purposes of this provision are vehicles, trailers, motorcycles and wheeled specially designed mechanical vehicles travelling by road; non-operational passenger vehicles are passenger vehicles that are not used by individuals or units for profit purposes; dangerous goods transport vehicles are vehicles used exclusively for the transport of dangerous goods such as highly toxic chemicals, explosives, radioactive materials, corrosive goods; a change in the nature of use is the conversion of the nature of use from operation to non-operation or from non-operation to operation, and the conversion of different types of operational passenger vehicles, such as small, mini-lease, lease, coaches, and dangerous goods transport vehicles to other carriers. The period of inspection referred to in this provision means the period of technical inspection of motor vehicle safety as defined in the regulations for the implementation of the law of the people's republic of china on road traffic safety。
Article 9. The criteria established by the relevant departments of the people's governments of the provinces, autonomous regions and municipalities directly under the central government for the number of years of use of small, mini-truck passenger cars or motorcycles, in accordance with article 5 of this article, shall be made public in a timely manner and reported to the business, public security and environmental protection departments of the state council。
Article x. The end-of-life standards for road tractors are set separately。
Article 11 this provision shall become effective on 1 may 2013. The elimination criteria reported in this provision have been met by 1 may 2013 and should be cancelled by 30 april 2014. Notifications on the publication of standards for the end-of-life of automobiles (nefta no. 456), on the adjustment of standards for the end-of-life of light cargo vehicles (nefta no. 407) and on certain provisions for the adjustment of standards for the end-of-life of automobiles (netc no. No. 1202, circular on the issuance of standards for the scrapping of agricultural transport vehicles (national economic and trade resources [2001] act no. 234), the provisional provisions on the standards of dismantling motorcycles (unetec, the development planning commission, the ministry of public security and the general environmental protection authority decree no。
