The economy is working against pressure
Li said that during the first three quarters, our economy had been operating under pressure and had made progress. Overall, there are five characteristics。

Four is resilient. In the face of dramatic changes in the external environment, our exports of goods continued to grow at a rate of 7. 1 per cent during the first three quarters, with exports of high-technology and electrical products increasing at 11. 9 per cent and 9. 6 per cent, respectively。
Five is high potential. In terms of consumption, retail sales of services increased by 5. 2 per cent over the same period in the first three quarters, while arrivals increased by 17. 8 per cent. In terms of industrial structure, there is a strong trend towards high-end, greening and intelligent development。
Li indicated that the expectations of some international economic organizations, such as the international monetary fund (imf) and the world bank's latest forecast in october, for the rate of economic growth in our country in 2025 were rising significantly by 0. 8 percentage points compared with the forecast in april。

500 billion won in new policy instruments
In recent days, in accordance with the decisions taken by the party central and state council, the national development and reform commission, together with the ministry of finance, the people's bank of china, the general authority for financial supervision, the ministry of natural resources and the ministry of ecology and environment, has organized the national development bank, the china export-import bank and the china bank for agricultural development to accelerate the release of funds for new policy instruments。
It was explained that, to date, the full sum of $500 billion has been invested in over 2300 projects, with a total investment of some $7 trillion, focusing on the digital economy, artificial intelligence, consumer infrastructure, and urban renewal in the areas of transport, energy and upgrading of underground networks。

Speed up the construction of the "two carbon" system, the "eight pillars"
The recommendation of the central committee of the communist republic of china for the preparation of the fifteenth five-year plan for national economic and social development proposes the implementation of a dual control of total and intensity carbon emissions. Li said that the national commission for development reform, together with the relevant departments, was accelerating the construction of “two-carbon” systems, such as local carbon appraisals, industry carbon control, enterprise carbon management, project carbon evaluation and product carbon footprints。

At the project level, guidance is given to project implementers to facilitate the development of practical and managed carbon-saving technology processes and management practices through project construction, and to provide practical support for the development of revised standards。
Work is under way on the preparation of the 15th five-year plan
According to li, the national commission for development and reform (cndp) is working with the regional departments to prepare the draft “fifty-fifth five” plan, as requested by the party's central and state departments, in particular:
