On 17 october, the office of the people's government of guangdong province issued a circular on the issuance of regulations for the implementation of housing support for agricultural transfers of the population in the city。

According to the circular, the financial authorities at all levels provide special financial subsidies to agricultural transferers for the purchase of new commodity housing and actively encourage agricultural transferers to buy new commodity housing in towns and cities. In the case of agricultural transferers who buy new commercial housing in towns and cities, pay the tax and settle in accordance with the law (the same housing), verify the relevant tax clearance documents and information on the settlement, and provide full financial subsidies for the tax payments。
Financial authorities at all levels must increase financial support for agricultural transfers, guide commercial banks to scale up credit for agricultural transfers and provide preferential interest rate support, innovate relevant credit products and simplify processing processes。

Housing authorities at all levels are required to evaluate the extent to which real estate development enterprises attract agricultural transfers to urban areas, and support initiatives to encourage the active participation of housing enterprises. To respond positively to local government calls for the granting of exclusive concessions for the purchase of housing by agricultural transfers, the active integration of agricultural transfers into urban purchases and the promotion of high-quality real estate development enterprises, which rank high in terms of trade, and the provision of additional policy support related to the distribution of good faith values, including through the application of good faith points。
Agricultural transfers can be made on a voluntary basis to contribute to the housing provident fund, which is covered by the housing provident fund and supports agricultural transfers to housing consumption. In the case of agricultural transferers who have regularly contributed to the public housing fund for three months on a continuous basis and who are eligible for the drawing-up of their own dwelling, they may apply for the drawing of the housing fund. The withdrawal request shall be made during the term of the lease contract and may be withdrawn semi-annually. The submission of proof of homelessness (single-single to sign a declaration) for the rental of a commodity dwelling amounts to no more than 500 yuan per person per month; the submission of lease contracts for the rental of a public rental dwelling, proof of payment of rent, amounts to no more than the actual payment of rental expenses。

In the case of agricultural transfers, after six months of regular and continuous contributions to the public housing fund, loans to the housing fund may be applied for if the purchase of the dwelling is eligible (at present, a maximum of $300,000 is applied for by a single person and a maximum of $500,000 for two or more persons). The purchase of commercial housing, which has been identified as assembly or star-class green buildings, shows a 20 per cent ceiling on the provident fund loan line。
