Article 12 of the act on the management of security and protection of computer information networks international provides that: interconnecting units, access units, legal persons and other organizations using the international network of computer information networks (including those connected and affiliated with municipalities across provinces, autonomous regions, municipalities directly under the central government) shall, within 30 days from the date of the official connection of the network, file the case with the public security organs designated by the public security organs of the people's governments of the provinces, autonomous regions and municipalities directly under the central government。

Which units are required to file for public security
According to the relevant laws and regulations, all units that have access to the internet, including internet access service units (isps), internet data centres (idcs), internet information services units (icps) and international network users, are required to file with the public security authorities。

Article 11: users should fill out user filing forms when accessing units. The filing form is prepared by the ministry of public security。
Article 12: interconnecting units, access units, legal persons and other organizations using the international network of computer information networks (including those connected across provinces, autonomous regions, municipalities directly under the central government and their branches) shall, within thirty days from the date of the official connection of the network, file the case with the receiving authority designated by the public security organs of the people's governments of the provinces, autonomous regions and municipalities directly under the central government。
The units listed in the preceding paragraph shall be responsible for reporting to the local public security authorities the number of access units and users to the network and for reporting promptly on changes in the number of access units and users to the network。
Article 14: when units dealing with such important areas as state affairs, economic development, defence, advanced science and technology are required to file, they shall issue a certificate of approval from their administrative authorities。
Computer information networks in the units listed in the preceding paragraph are connected to the international network and should be protected accordingly。
