Background and rationale
On 13 january 2025, the office of the state council issued a series of measures to further foster the flourishing culture of new growth points and tourism consumption (2025] no. 2) explicitly “optimal immigration tourism policy, enhanced dissemination of information and service security, and adequate use of existing transit exemption policies and regional entry ban policies.” in june 2024, 16 departments, including the ministry of culture and tourism, jointly issued the inbound tourism promotion plan (2024-2026); on 27 september 2023, the office of the state council issued a number of measures to unlock the potential of tourism consumption and promote the development of quality tourism (2023). (36) in connection with the programme for the implementation of the year of guangxi tourism 2025, our office has decided to implement a policy to promote the revival and development of the tourist industry in guangxi

Iii. Categories, conditions and criteria for awards

(i) incentives for hospitality to visitors from abroad (including hong kong and australia): a temporary incentive for tourists from abroad (including hong kong and australia) to travel to the travel agency to visit the country. Travel agencies receive tourists from overseas (including hong kong and australia) who travel to guiang for no less than two nights in guangxi, rank travel agencies with more than 5,000 total arrivals throughout the year, and reward the top 10 travel agencies with a bonus of $200,000 for the first to third, $150,000 for the fourth to the seventh and $100,000 for the eighth to the tenth。

Iv. Supplementary reporting requests

(i) a declaration system is in place whereby tourism enterprises that declare awards are required to submit applications and relevant information, and applications and related information are not submitted as required or are inadmissible as not being in compliance with the application procedure。
(ii) information on all travel teams that declare incentives must be entered into the national tourism regulatory service platform (hereinafter referred to as the tourism regulatory service), not into the tourism regulatory service system, or if the relevant declarations do not match the data entered into the tourism regulatory platform, they must be declared invalid and not subsidized。
V. How to declare awards (specific steps)
