General undergraduate education includes undergraduate higher education institutions and specialties (including those related to national special programmes, tertiary special programmes, local special programmes, high-level sports teams, targeted employment, preparatory classes for ethnic minorities and preparatory classes for children of border guards)。

Upon admission to the one-time parallel volunteer placement, the outstanding enrolment scheme will open the call for volunteers from eligible candidates。
Higher schools with small planned balances are collected on the original fraction line; higher schools with large planned balances are invited to lower their slots when they volunteer. The collection of higher education institutions that still have insufficient access to volunteer services is downgraded, generally by no more than 20 points. The programme for the collection of volunteers is based only on the voluntary placements reported by the candidates. The collection of parallel volunteer placements is followed by the replenishment of planned balances and sources。
The remaining number of institutions or professions with a large number of plans may be subject to reduced fee recruitment, and candidates should have further access to the corresponding content of the proposed by-laws for admission to higher education, with full knowledge of the professional situation and tuition fees. Voluntary placements are solicited on the basis of the present call for voluntary placements, which must be re-filed even if they were originally reported。

The fulfilment of voluntary commitments by candidates will be recorded in their personal electronic files and made available to higher education institutions in general admissions。
At the same time, according to the ministry of education document, candidates who have been admitted to special programmes (national, local, tertiary) and dropped out of school in previous years are no longer eligible for special programmes。
